Job Description:

Parsons is seeking an experienced and highly skilled SCADA Expert to join our team for a major railway project in the UAE. This pivotal role will focus on leading the design, integration, and delivery of advanced SCADA systems across tunnels, stations, depots, and control centers—ensuring seamless operation, safety, and resilience of the railway network.

The SCADA Expert will oversee system architecture, control strategies, and subsystem integration across multiple disciplines, including ventilation, fire detection, CCTV, power, and emergency systems. The role requires deep technical expertise in SCADA for transportation and tunnel infrastructure, strong multidisciplinary coordination, and proven experience managing complex automation systems from design through commissioning.

What You'll Be Doing:

  • Lead the design and implementation of integrated SCADA systems across tunnel and transportation infrastructure.

  • Ensure full integration of all subsystems, including:

    • Ventilation control

    • Fire detection and response

    • Power monitoring and control

    • Lighting and ITS systems

    • CCTV and communication systems

    • Emergency response systems and control centers

  • Develop and validate SCADA architecture, control philosophies, and communication network topologies to ensure system redundancy and high availability.

  • Prepare and review key design deliverables, including:

    • Concepts of Operations (CONOPS)

    • Functional Design Specifications (FDS)

    • SCADA architecture diagrams and system topologies

    • Control room interface requirements and graphical hierarchy

    • Interface definitions and subsystem integration plans

  • Manage technical coordination between SCADA, MEP, ITS, telecom, and civil design disciplines.

  • Supervise and mentor design engineers and integration teams throughout all project stages.

  • Ensure compliance with international tunnel safety standards, cybersecurity protocols (IEC 62443), and client-specific requirements.

  • Oversee Factory Acceptance Testing (FAT), site installation supervision, commissioning, and handover activities.

  • Coordinate with clients, authorities, and contractors to ensure operational and safety alignment.

  • Support the development of SCADA tender documents and technical evaluations for vendor selection.

What Required Skills You'll Bring:

  • Bachelor’s or Master’s degree in Computer, Electrical, Electronics, or Control Engineering.

  • 15+ years of experience in SCADA system design and implementation for rail or metro projects.

  • Proven leadership in delivering complex SCADA solutions involving multiple subsystems and control centers.

  • Strong understanding of tunnel operations, automation systems, and safety-critical integration.

  • Experience preparing and reviewing technical documentation, including interface control documentation (ICD) and functional safety deliverables.

  • Demonstrated ability to lead multidisciplinary teams and manage interfaces across engineering disciplines.

What Desired Skills You'll Bring:

  • Hands-on experience with leading SCADA/HMI platforms for tunnel or rail environments.

  • Familiarity with SIL-rated systems and functional safety lifecycle processes.

  • Experience coordinating with authorities and clients for tunnel commissioning and operation protocols.

  • Knowledge of transport and ITS systems (VMS, AID, PA, etc.) and their integration with SCADA platforms.

  • Strong understanding of cybersecurity and network segmentation within virtualized SCADA environments.

  • Excellent communication, leadership, and problem-solving skills for managing complex infrastructure systems.

  • Ability to work collaboratively under pressure while maintaining a focus on quality, safety, and performance.
