RCM Engineer

Purpose and Scope: Build and lead the Reliability Centered Maintenance (RCM) program for the Operations and Maintenance department. Lead the program within a matrixed organization and focus on integrating the RCM program and objectives within project development, design, operations, installation, and maintenance of the facilities at the Kennedy Space Center. Also, contribute to development of company objectives and principles and achieves goals in creative and effective ways. Act independently to determine methods and procedures on new or special assignments. May supervise the activities of others. 

Job Duties and Essential Responsibilities:

  • Develop and maintain a continuous Reliability Centered Maintenance (RCM) program and plan in accordance with NPR 8831.2, Facilities Maintenance and Operations Management, NID 8831.124, Use of Condition Based Maintenance and Maintenance Manager Training and industry standard requirements.  

  • Develop and implement a proactive maintenance program utilizing reliability engineering practices without supervision and works on significant, complex, and unique issues where analysis of situations or data requires an evaluation of intangibles. 

  • Stay up to date with emerging technologies and industry trends related to engineering and mentors less experienced engineers. 

  • Develop and maintain a Condition Based Monitoring (CBM) projects plan in the Government contract management portal for assigned FSEU to meet agency goals, to include $500,000 per year.  

  • Conduct RCM analysis on critical systems thru exercising independent judgment in methods, techniques, and evaluation criteria to obtain results. 

  • Lead Amentum employees in a paradigm shift from reactive maintenance to proactive maintenance plans. 

  • Determine and implement, as approved by the COR or TMR, the most effective maintenance mix, including, but not limited to, run-to-failure, condition-based maintenance, and interval based (time, cycles, operating hours) maintenance, and assuring the RCM program progresses in a proactive versus a reactive mode of operation.  

  • Performs data analysis and trending while collaborating with Operations and SMEs to identify measures that drive value.  

  • Provide analyses (e.g., structured methods such as root cause failure analysis and failure modes and effects analysis) and recommendations in a broad range of PTI technologies including, but not limited to, vibration analysis, motor analysis, thermography, laser alignment, airborne ultrasound, and oil analysis to develop and implement alternative maintenance solutions. 

  • Recommend and prioritize projects to the Government based on System Health and Readiness Program (SHARP) team recommendations at least annually and make available to the COR or TMR upon request. Submit EWRs for CBM projects as required.  

  • Update facilities and systems with new tier designations and perform an equipment asset criticality analysis to determine minimum service levels.  

  • Adjust the maintenance requirements (PM, PTI, Condition Based Monitoring (CBM), RTF) for all assets to align with the facility tier designation and asset criticality level. Recommend changes and update as required by the Government.  

  • Propose and develop improvement plans to address systemic problems and improve overall performance of the operating equipment (improvements and/or modifications).  

  • Provide input to and actively participate in applicable SHARP teams. 

  • Coordinate and work closely with requester, customers, other engineering, logistics, financial, and program management disciplines to define system specifications and requirements. 

  • Develop and implement improvement plans utilizing appropriate reliability analysis and predictive maintenance tools to evaluate life cycles, and determine changes to inspection and maintenance plans. 

  • Direct interface and liaison with internal and external customers at all levels from concept to final design and commissioning activities, design reviews and technical working group meetings to comply with requirements and specifications. 

  • Support development of technical proposals, statements of work and/or provide comments on the technical content and level of effort of the proposed scope of work. 

  • Be able to interpret and provide guidance for assigned equipment using single line and schematic drawings. 

  • Develop, maintain, and produce technical documentation and system/subsystem specifications. 

  • Verify and comply with engineering documentation standards and test procedures. 

  • Conduct site visits, experimental investigations and analyze engineering problems, propose solutions and alternatives, and provide recommendations. 

  • Perform all other position related duties as assigned or requested. 

Required Education/Certifications/Experience:

Bachelor’s degree in Engineering or related field Reliability certification in or similar to Certified Maintenance Reliability Professional (CMRP), or Certified Reliability Leader (CRL) Possess 10 – 14 years of job-related experience, 5 years in RCM  Knowledge of industry standard computer software for the position (i.e. CADD, AutoCAD, MicroStation, SKM, ETAP, PLC interface software, etc.). 

Preferred Education/Certifications/Experience:

Working knowledge of PLC control logic diagrams preferred.

  • Capable of using spreadsheets, word processing and standard Microsoft Office software to include Excel, Word, PowerPoint and Visio. 

  • Ability to read and interpret documents such as safety rules, operating and maintenance instruction, and procedure manuals.  

  • Ability to read and understand schematics & blueprints. 

  • Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.  

  • Must possess general knowledge of office routines to include scheduling, general office administration, and a working knowledge of standard computer software. 

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.  

Other Requirements:

  • Must be a U.S. citizen and able to obtain and maintain required clearances/badges as required by program and position

  • Must have the ability to communicate in English, both verbal and written in an effective manner.

  • Must have and maintain a valid driver’s license.

Work Environment, Physical Demands, and Mental Demands:

This position involves work typical of an office environment with no unusual hazards; occasional lifting to 20 pounds; constant sitting with use of computer terminal; constant use of sight abilities while reviewing documents; constant use of speech/hearing abilities for communication; constant mental alertness; must possess planning/organizing skills and must be able to work under deadlines. Field work will consist primarily of site walk downs in support of design projects and system trouble shooting Site hazard training and Personal Protective Equipment are provided.
