Develops and implements strategic provincial policy and access plans to ensure funding of BMS  products across private and public payers in Ontario.  Shapes the Ontario policy environment to value innovative therapies and enable timely access to patients.  Partners with health-system stakeholders to facilitate the integration of new therapies, enhancing patient outcomes.

Responsibilities include, but are not limited to:

  • Design and implement provincial policy and access plans, including health system implementation considerations, aligned with Market Access and Brand plans to ensure overall business objectives are met
  • Prepare the health policy and disease area landscape for timely access and adoption of BMS pipeline priorities, with the ambition of access at regulatory approval, while working closely with Early Asset / Brand Leads and Market Access
  • Co-create health system solutions with provincial partners to overcome access barriers and ensure appropriate, timely access for patients
  • Gain and maintain market access to BMS products by securing timely and seamless funding on public and private drug programs in Ontario
  • Engage and partner, where appropriate, with ecosystem stakeholders (government, health system stewards, professional associations, etc.) to move forward key policy priorities
  • Participate in trade association / life-science working groups to foster collaboration, advance BMS perspectives and industry positions on key policy issues
  • Negotiate with Private and Public Drug programs in Ontario and other provincial health authorities, securing timely patient access that recognizes the value of pharmaceutical innovations
  • Act as a subject matter expert on provincial policy matters, reimbursement pathways and health system specifications; playing a leadership role within the Canadian team to ensure corporate objectives are met.

Education / Experience:

  • University degree (life science or business).
  • A medical or pharmacy degree would be an asset.
  • Five to seven years of field market access, policy and stakeholder engagement experience
  • Prior work experience in government affairs would be an asset
  • Proven track record in securing market access and advancing policy/health system changes in region.
  • Successful experience in the bio-pharmaceutical / life-sciences industry engaging and negotiating with external stakeholders

Additional information

  • Incumbents are expected to reside in Ontario to facilitate the majority of stakeholder engagement activities
  • ~60% of time is expected in external engagement activities
  • Travel requirements 20% of time or less.

  • Co-créer des solutions de système de santé avec des partenaires provinciaux afin de surmonter les obstacles d’accès et d’assurer un accès approprié et opportun pour les patients
  • Obtenir et maintenir l’accès au marché des produits BMS en assurant un financement rapide et sans encombre des programmes publics et privés de médicaments en Ontario
  • Engager et collaborer, lorsque cela est approprié, avec les parties prenantes de l’écosystème (gouvernement, gestionnaires du système de santé, associations professionnelles, etc.) pour faire avancer les priorités politiques clés
  • Participer à des groupes de travail des associations professionnelles / sciences de la vie pour favoriser la collaboration, promouvoir les perspectives BMS et les positions de l’industrie sur les questions politiques clés
  • Négocier avec les programmes privés et publics de médicaments en Ontario et d’autres autorités provinciales de santé, assurant un accès rapide des patients qui reconnaît la valeur des innovations pharmaceutiques
  • Agir à titre d’expert en la matière sur les politiques provinciales, les voies de remboursement et les spécifications du système de santé; jouant un rôle de leadership au sein de l’équipe canadienne pour s’assurer que les objectifs corporatifs sont atteints.

Formation / Expérience :

  • Diplôme universitaire (sciences de la vie ou commerce).
  • Un diplôme en médecine ou en pharmacie serait un atout.
  • Cinq à sept ans d’expérience en accès aux marchés sur le terrain, en politiques et en engagement des parties prenantes
  • Une expérience professionnelle antérieure dans les affaires gouvernementales serait un atout
  • Un historique éprouvé dans l’obtention de l’accès au marché et la promotion des changements de politiques et de système de santé dans la région.
  • Expérience réussie dans l’industrie biopharmaceutique / sciences de la vie, en engageant et négociant avec des parties prenantes externes
