Job Description:

Parsons is looking for an amazingly talented Program Technical Director to join our team! In this role you will lead the technical delivery of the airport terminal works, ensuring full integration between design, construction, commissioning, and operational readiness. This role is critical to delivering a world-class passenger terminal facility that meets stringent aviation standards, operational efficiency, and sustainability objectives. 

The incumbent will oversee multi-disciplinary technical teams and consultants, ensuring that design intent, construction quality, and system integration are maintained throughout the project lifecycle. The position requires a deep understanding of terminal systems, stakeholder coordination, and regulatory compliance to ensure the project’s successful completion and handover. 

 

What You’ll Be Doing: 

1. Technical Delivery Leadership 

  • Lead and manage the technical delivery of all terminal building works, ensuring alignment between design, construction, and operational objectives. 

  • Oversee the execution of design intent throughout the construction phase, ensuring quality, functionality, and compliance. 

  • Develop and maintain technical delivery strategies, plans, and performance targets for terminal works. 

2. Design Management & Coordination 

  • Coordinate multi-disciplinary design activities, including architecture, structural, MEP, BHS, APM, ICT, and other terminal systems. 

  • Lead design review workshops to assess technical completeness, constructability, and alignment with operational requirements. 

  • Ensure designs are optimized for performance, maintainability, and life-cycle efficiency. 

3. Technical Compliance & Standards 

  • Ensure all designs and construction activities comply with ICAO, local building codes, and airport operational standards. 

  • Review and approve technical specifications, design criteria, and construction documentation. 

  • Monitor design deliverables to ensure compliance with project standards, quality benchmarks, and regulatory requirements. 

4. Interface & Systems Integration 

  • Lead coordination and resolution of interface issues across architectural, structural, MEP, and specialist systems. 

  • Ensure seamless integration of Baggage Handling Systems (BHS), Automated People Movers (APM), ICT, security, and other terminal systems. 

  • Oversee integration between terminal systems and adjacent infrastructure to achieve full operational compatibility. 

5. Construction Support & Quality Assurance 

  • Collaborate with construction teams to ensure that design solutions are effectively translated into field execution. 

  • Review construction methodologies for alignment with technical specifications and design intent. 

  • Support technical inspections and quality audits to verify compliance with project standards. 

  • Address technical queries (RFIs) and coordinate resolution of design and field-related issues. 

6. Risk Management & Value Engineering 

  • Lead identification and mitigation of technical and design-related risks that may impact cost, schedule, or performance. 

  • Facilitate value engineering and constructability reviews to optimize designs without compromising quality or safety. 

  • Promote innovative engineering solutions that enhance sustainability, efficiency, and maintainability. 

7. Scheduling & Progress Oversight 

  • Monitor technical deliverables and ensure alignment with overall project schedule and milestone targets. 

  • Coordinate with project controls teams to track progress, identify deviations, and implement corrective actions. 

  • Ensure timely completion of design and technical submissions to prevent downstream delays. 

8. Stakeholder Coordination & Technical Approvals 

  • Liaise with key stakeholders, including PMCM, design consultants, contractors, and airport authorities, to secure necessary technical approvals. 

  • Facilitate collaboration among project teams to resolve technical challenges and maintain alignment with project objectives. 

  • Prepare and present technical reports, design review outcomes, and decision papers to senior management and stakeholders. 

9. Operational Readiness & Handover 

  • Work closely with ORAT (Operational Readiness and Airport Transfer) teams to ensure that systems and facilities are ready for operational handover. 

  • Oversee pre-commissioning and commissioning activities, ensuring technical compliance and operational performance. 

  • Ensure all as-built documentation, manuals, and training materials are complete prior to handover. 

10. Leadership, Mentorship & Continuous Improvement 

  • Mentor technical managers, engineers, and support staff, fostering technical excellence and collaborative teamwork. 

  • Promote a culture of continuous improvement and innovation across all technical disciplines. 

  • Capture and document lessons learned to inform future project phases and enhance organizational knowledge. 

 

What Required Skills You’ll Bring: 

Education 

  • Bachelor’s degree in Engineering, Architecture, or Construction Management (Master’s degree preferred). 

  • Professional registration or certification (e.g., P.E., CEng, PMP, or CCM) is advantageous. 

Experience 

  • Minimum of 20 years’ experience in terminal building design, engineering, and construction management within major airport or infrastructure projects. 

  • Proven track record of managing multi-disciplinary technical teams and overseeing large, complex projects. 

  • Extensive experience in design management, coordination, and operational readiness integration (ORAT). 

Skills & Knowledge 

  • Strong knowledge of airport terminal systems and interdependencies between architecture, MEP, and specialist systems. 

  • Excellent understanding of international design and construction codes, including ICAO, NFPA, IBC, and local authority standards. 

  • Proficiency in design coordination tools and project management software (e.g., BIM 360, Revit, Navisworks, Primavera P6). 

  • Exceptional problem-solving, analytical, and decision-making abilities. 

  • Strong leadership and communication skills with a collaborative, team-oriented approach. 

 

What Desired Skills You’ll Bring: 

Certifications & Professional Development 

  • Advanced certification in Project Management (PMP), Construction Management (CCM), or Lean Construction. 

  • Familiarity with PMCM (Project Management and Construction Management) environments. 

Industry Experience 

  • Prior experience delivering major airport terminal projects, including system integration and ORAT coordination. 

  • Understanding of sustainability standards (e.g., LEED, BREEAM) and their integration into terminal designs. 

Technological Expertise 

  • Strong understanding of Building Information Modeling (BIM) and Digital Twin technologies for design and construction coordination. 

  • Familiarity with smart airport systems, digital construction platforms, and data-driven project delivery.
