We have an exciting opportunity for a Principal Specialist, Contracts (P3) in the Naval Airborne Systems (NAS) product line within the Naval Power Strategic Business Unit (SBU).  In this role, you will be responsible for the guidance, management, and administration for proprietary United States Government (USG) Department of Defense (DoD) prime contracts with a majority of focus on Cost Plus Fixed Fee (CPFF) and Commercial contracting activities.

The person in this role will be a strategic member of the NAS Contracts team, with responsibility for owning contract management/administration actions with an emphasis on employing sound change management and communication skills. This position will report directly to the Associate Director, Contracts and will need to collaborate closely with program management and cross-functional teams.

What You Will Do:

  • Analyze Requests for Proposal (RFP), development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contracts execution, as well as general contract administration.
  • Lead change management actions such as Engineering Change Proposals (ECP) from directed change through negotiation and award.
  • Review estimate at completion (EAC).
  • Collaborate with the Contracts Lead, Program Directors, Senior Program Managers, Chief Engineers, Proposal Manager, Business/Estimating and Supply Chain to construct, submit and negotiate pricing proposals.
  • Support program management and execution reviews.
  • Ensure that negotiated terms and conditions comply with company policies. Provide sound contract management to meet customer obligations, achieve company objectives, and comply with company policies.
  • Provide guidance regarding contractual and business issues, advising stakeholders of contractual rights and obligations as well as possible mitigation of contractual/program risks.
  • Examine and understand cost structure estimates of labor, material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
  • Coach and mentor other Contracts team members
  • Identify, mitigate, and drive the resolution of contractual issues as they may arise. 
  • This position is remote is expected to have a minimal (<5%) travel requirement to customer locations.

Qualifications You Must Have:

  • Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 years’ relevant experience
  • Experience with U.S. Government contracts under the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplemental (DFARS) and related government regulations and contracts

Qualifications We Prefer:

  • Experience or strong interest in Commercial Contracting to include Due Diligence and non-FAR/DFARS terms and conditions review
  • Professional, effective written and verbal communication skills to interface with all levels of internal and external customers
  • Demonstrated record of responsiveness with excellent time management, organization skills, and multi-tasking across multiple programs
  • Experience with Firm Fixed Price Development contracts, contractual risk mitigation and change management
  • Experience in contract & financial structures such as pricing strategies, policy & procedure and / or compliance principles
  • Must be able to recognize business and contractual issues in program performance implement solutions; carry to completion, while exercising good judgment with minimal supervision
  • Proficient in computer skills including Microsoft Word, PowerPoint, and Excel

The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
