Job Summary: This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. Major Duties:

  • The primary purpose of this position is: to serve as an Air Reserve Technician (ART) journeyman mechanic that troubleshoots, tests, repairs, modifies, overhauls, services, and dispatches powered ground support equipment and to train reservists in the accomplishment of tasks set forth herein. Performs preventive maintenance on ground power support systems. Maintains and controls tools. Certifies work produced under the USAF Technical Order Program. Performs major maintenance on ground support equipment such as power sources, major components, support components, and associated components. Performs periodic routine and special inspections of all scheduled equipment. Cleans work area and equipment. Dispatches support equipment. Maintains records and documents actions. Prepares accurate, complete, and up-to-date records of actions taken and assures documentation is properly signed and coordinated in a timely manner. Utilizes safety practices and procedures and complies with following established security and safety rules and regulations and maintains a safe and clean work environment.

Qualifications: In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for WG-5300 Industrial Equipment Maintenance Family. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5300 Industrial Equipment Maintenance Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is: the ability to perform the work of an POWERED SUPPORT SYSTEMS MECHANIC with little to no supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of principles of electricity (AC/DC), solid state circuitry, and safety rules and regulations pertaining to aerospace ground equipment and the operation of AC/DC generator power systems. Knowledge of the theory and operation of internal combustion diesel and gasoline engines and gas turbine compressors. Knowledge USAF Technical Order Program and its procedures as well as regulations, procedures, and policies related to maintenance records, documentation, safety, and security requirements as outlined in applicable standards. Regulations and policy statements. Skill in reading, interpreting, and using wiring diagrams, schematic drawings, technical orders, technical publications, and similar guides. Skill in troubleshooting complex and integrated electronic, hudraulic, HVAC, pneumatic, mechanical systems and sub-systems comprising an entire integrated system. Skill in using hand and power tools, instruments, test equipment, electrical meters and special tools. Skill in installing, operating, inspecting, troubleshoot, maintaining, repairing, and modifying generators, automatic transfer switches, and uninterruptible power systems; and in maintaining, overhauling, repairing, and reconditioning internal combustion engines, diesel, gasoline and gas turbine compressors. Ability to apply shop procedures, policies, written and oral instructions, and directives sufficient to provide training to others. Ability to repair jacks, ladders, platforms, trailers, stands and other non-powered equipment. Ability to clean work area and/or job site upon completion of work. Knowledge of safety and security requirements as outlined in applicable standards, regulations and policy statements. Knowledge of USAF Technical Order Program and its procedures. Knowledge of tool, equipment, and materials accounting and security as well as the Knowledge of equipment placement around aircraft, radio discipline and flight-line driving procedures. FUNCTIONAL REQUIREMENTS: Performs work which involves frequent bending, reaching, crouching, standing, and arm movement. Sometimes must work in awkward positions or cramped areas. Must frequently lift and carry items weighing up to about 40 pounds and lift heavier items using jacks, hoists, or helpers. ENVIRONMENTAL FACTORS: May work inside or outside. Inside work involves frequent exposure to drafts, changing temperature, and loud noise. Outside work may involve exposure to bad weather, rain or snow, or wet or icy conditions. Both inside and outside, frequently exposed to irritation or discomfort from dust, heat, fumes, and hard damp floors or surfaces. May work on parts and systems which are dirty and greasy and which may be dangerous to operate or repair because of defects. Incumbent is frequently exposed to the possibility of receiving cuts, burns, bruises, strains, and electrical shock while repairing, positioning, adjusting, and moving equipment, and is exposed to the possibility of receiving burns and skin irritations from acids, fluids, and lubricants. To reduce the dangers and irritations from the above conditions, the incumbent must follow numerous safety procedures and wear equipment such as protective eye glasses, ear devices, hard hats, hard-toe shoes, respirators, gloves, and clothing. Some of these safety items may be uncomfortable to wear or use, and may be worn or used for long periods. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
