This is a full-time, permanent position headquartered at HECC’s Salem Office that is management service. The successful candidate may be eligible for in-state hybrid work, which consists of performing duties onsite in a standard office environment and working remotely.

What You Will Be Doing

You will lead the development, implementation, and oversite of statewide postsecondary transfer initiatives. You will serve as the agency’s lead for a portfolio of complex, high-impact projects including, but not limited to, Common Course Numbering, Major Transfer Maps, General Education Transfer Alignment, Accelerated Learning/Dual Credit, and other student success and student affairs initiatives.

You will shape and advance statewide postsecondary transfer policy and provide leadership to the Transfer Council—an advisory body responsible for making recommendations to the Commission and facilitating the transfer alignment work—and its subcommittees. You will represent the agency in high-stakes and profile policy conversations, manage and lead the governance and direction of curriculum subcommittees, and ensure that HECC fulfills its statutory responsibilities related to academic policy and student transfer.

The Work at a Glance

  • Program Coordination

    • Lead, convenes, and staffs task forces and external partner groups for the Higher Education Coordinating Commission (HECC), and the Transfer Council to establish state policy and direction for transfer initiatives.

    • Writes and provides legislative testimony regarding transfer initiatives, implementation, and measures of success.

    • Evaluates data from different programs and states to identify trends and best practices in policies and procedures related to transfer initiatives.

    • Recommends policy strategies, options and legislative position for HECC leadership to present related to various academic strategies and student success initiatives.

    • Prepares information and policy updates on various transfer initiatives for the HECC the Oregon State Legislature, and other external partner groups.

  • Support Schools to Implement Legislative Policy and Transfer Initiatives

    • Develops and implements a communication plan to ensure key external partners are kept informed on various transfer related strategies.

    • Analyzes gaps in systems, policies, programs and institutional practice to develop appropriate technical assistance and professional development plans.

What We Need (Minimum Qualifications)

Master's degree in Education or related field from an accredited college or university and five years of education experience in student success/student affairs initiatives, two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment.
 

A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.

Desired Attributes/Skills:

  • Transfer Initiatives – Strong preference for candidates with knowledge and/or experience specific to transfer initiatives within postsecondary education.

  • Expert Policy Navigator -

    • Comprehensive knowledge of Oregon’s secondary and postsecondary transfer policies, with a general understanding of State and Federal statutes, regulations, and accreditation standards in higher education.

    • Expertise to advise executive management and other agency managers on the impact of policy decisions involving significant or controversial issues.

    • Skill to cultivate public support and avoid public misunderstanding of agency programs and policies.

  • Skilled Project Manager - Project management for both long and short-term initiatives; with a focus on task design, prioritization, progress tracking and workflow communication.

  • Experienced Facilitator - Skilled in facilitating high-profile groups with competing interests to achieve consensus and defined outcomes.

  • Collaborative Leader - Skilled in collaborative problem-solving and collegial relationship-building with partner agencies, interest groups, and other leadership and partners.  Leadership experience within postsecondary education is preferred.

  • Effective Communicator - Experienced in engaging with diverse communities through inclusive communication strategies that promote equity and align with agency goals.

  • Data Driven - Knowledge and experience with research methods, data analysis and writing reports based on findings. Data analysis experience in educational fields, such as best practices for higher education program delivery, standards, and student success supports preferred.

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
