Position Overview

The Portfolio Resource Manager is a strategic operations leader responsible for aligning staffing and skill capacity with Effectual’s portfolio priorities. This role will partner closely with Delivery, Sales, HR, and Finance to forecast demand, model capacity, and ensure that the right talent is in place to support rapid growth.

The ideal candidate has successfully built or scaled a resource planning function within a consulting or professional services environment, ideally having exposure to enterprise-level structures. You will bring both hands-on process improvement experience and strategic workforce planning expertise to help Effectual grow from 20 resources to 100+ within the next 8–10 months, while maintaining operational excellence and utilization efficiency.

Key Responsibilities

  • Portfolio Alignment & Forecasting
    • Partner with portfolio and delivery leaders to align staffing supply with project and pipeline demand.
    • Develop and maintain short- and long-term capacity forecasts (by role, skill, and timeline).
    • Build and maintain dashboards tracking utilization, bench time, billability, and hiring gaps.
  • Process Improvement & Scalability
    • Design and implement scalable resource management processes, templates, and tools to support a growing portfolio (from 20 to 100+ resources).
    • Introduce best practices from large consulting environments to strengthen Effectual’s delivery operations.
    • Continuously assess and refine demand/supply planning models for efficiency and accuracy.
  • Operational Leadership
    • Partner with HR, Talent Acquisition, Delivery and Finance to align workforce planning with hiring, budgeting, and revenue goals.
    • Support project start-up and onboarding processes to ensure timely resource deployment.
    • Serve as a trusted advisor to executive leadership on utilization trends, capacity constraints, and scaling readiness.
  • Stakeholder Collaboration
    • Work closely with Sales to understand pipeline shifts and proactively plan for staffing needs.
    • Facilitate regular portfolio resource review meetings to balance competing priorities across programs.
    • Build strong relationships across departments to improve transparency and cross-functional decision making.

Qualifications

Required:

  • Bachelor’s degree in Business, Operations, or related field.
  • 10+ years of experience in resource management, workforce planning, or delivery operations within a consulting or IT services organization.
  • Proven track record of process improvement and building scalable frameworks in a growing organization.
  • Experience working with or within enterprise-scale consulting and bringing those disciplines into smaller organizations.
  • Demonstrated success scaling operations from small to mid-sized teams (20 → 100+ resources).
  • Exceptional analytical and problem-solving skills with ability to interpret data into actionable insight.
  • Strong business acumen and understanding of utilization, billability, and project margin metrics.
  • Proficiency with resource management and PSA tools preferably Salesforce.
  • Excellent communication, collaboration, and stakeholder management skills.
  • High tolerance for ambiguity and ability to perform under pressure in a rapidly changing environment.
  • Familiarity with AWS, cloud services, and IT modernization environments.

 

Preferred:

  • Lean Six Sigma or PMP certification a plus.

Salary Range for this position: $160,000 – $190,000
