PURPOSE OF CONSULTANCY

The burden of non-communicable diseases poses a substantial challenge to epidemiological and economic landscapes, exerting considerable pressure on the financial and resource capacities of health systems throughout the Americas. In response to this critical scenario, the Pan American Health Organization (PAHO) assumes the pivotal role of providing technical support to national authorities, facilitating the integration of economic rationale and evidence into their interactions across diverse sectors. Special emphasis is placed on the implementation of cost-effective measures, including taxes on alcohol, sugar-sweetened beverages and tobacco products.

The consultant will support PAHO’s tobacco control efforts by synthesizing and translating existing economic evidence into technical resources that strengthen institutional and country-level understanding of the economic dimensions of tobacco control and NCDs, including tax policy, and by providing technical contributions to PAHO-coordinated activities that facilitate regional and intersectoral engagement on these issues.

The consultant will provide technical support to PAHO on the economic aspects of tobacco control, including fiscal policies, by contributing to tobacco taxation activities under the Smoke-Free Environments Initiative, developing technical documents and training materials on economic considerations for tobacco control to support the PAHO/WHO Representatives Training (PWRs), supporting the coordination of PAHO activities related to intersectoral groups on tobacco and alcohol taxation; and support the organization of the regional meeting on tobacco taxation held every two years.

DESCRIPTION OF DUTIES:

The purpose of this consultancy is to provide specialized technical support to PAHO on the economic aspects of tobacco control, with an emphasis on tax policies. This includes (1) supporting tobacco economics work under the Smoke-Free Environments Initiative (Belize, Cuba, Dominican republic; and Nicaragua);  (2)  developing technical documents and training materials on economic considerations for tobacco control to support the PAHO/WHO Representatives Training (PWRs); (3) supporting the coordination of PAHO activities related to intersectoral discussion groups on tobacco and alcohol taxation;  and (4) support the organization of the regional meeting on tobacco taxation held every two years.

Qualifications, experience, skills and languages

Education:

Master’s degree in health economics, Development Economics, Public Health, Public Policy, Public Administration or related field.

Experience:

Essential: Seven years of combined national and international experience in the fields of health economics, fiscal policy or taxation, public policy or socio-economic development.

 

Desirable: Practical experience working in projects on health economics at the international level in Latin America and the Caribbean. Experience working in health taxes would be an asset.

 

Technical knowledge/skills:

·        Knowledge of health taxes, Economics of NCDs, public health and public administration. 

·        Strong analytical skills. 

·        Demonstrate excellent oral and written communication skills, including the development of executive-level technical reports.

·        Ability to build and maintain effective partnerships to ensure collaborative and coordinated implementation of initiatives.
