Job Description:

Role Overview

We are seeking a highly experienced and strategic leader to establish and scale our Program Management function. The Manager of Program Management will lead a team of Program Managers, providing direction, coaching, and accountability. This role is pivotal in shaping how we deliver value across business units, and value streams, ensuring that the Program Management team is both a force multiplier and a leadership hub within the product organization.

This leader will be responsible for evolving Program Management into a high-impact discipline that drives alignment, transparency, and efficiency across the product lifecycle. The role requires a strong balance of strategic oversight and operational excellence, with an ability to influence executive leadership while enabling delivery teams.

The Manager of Program Managers will play a critical role in unlocking the R&D organization's full potential for innovation by ensuring seamless strategic alignment across disparate functional groups.

Success in this role hinges on skillfully establishing a cohesive operational rhythm that allows these teams to work in concert, efficiently translating research efforts and strategic vision into tangible, high-impact innovations and delivery outputs. This synchronization is paramount to maximizing R&D's capacity to deliver breakthrough results.

Work Location & Flexibility

This position is based in our Heredia, Costa Rica office and follows a hybrid work model. Employees are expected to work on-site a minimum of two days per week. Please note that specific business units or role requirements may require additional in-office days based on team collaboration needs or operational priorities.

Key Responsibilities

• Leadership & Line Management

  • Directly manage, mentor, and develop the Program Management team.

  • Foster a culture of accountability, leadership, and continuous improvement.

  • Provide clarity on roles, responsibilities, and career progression within the team.

• Function Scale-Up & Strategy

  • Define and execute the strategy for scaling the Program Management function globally.

  • Establish Program Management as a leadership function within the Product organization.

  • Collaborate with Product, Engineering, Design, and Delivery leaders to ensure cross-functional alignment.

• Governance & Execution Excellence

  • Drive consistent practices for initiative intake, discovery, prioritization, and delivery readiness.

  • Lead governance structures such as Monthly Business Reviews (MBRs), ensuring visibility and alignment.

  • Champion the use of the Atlassian ecosystem (Jira, Confluence, JPD, Rovo, Loom, Focus) to standardize workflows and centralize reporting.

• Strategic Alignment & ROI Focus

  • Ensure all initiatives are connected to organizational OKRs and measurable KPIs.

  • Provide senior leadership with visibility into ROI, efficiency gains, and performance trends.

  • Assist Value Stream Program Managers in enforcing high standards of discovery, definition of ready, estimation, and post-release tracking.

• Change Leadership

  • Serve as a change agent, reinforcing the importance of structured methodologies over reactive decision-making.

  • Build transparency and trust between executive leadership and operational delivery teams.

  • Support organizational maturity by embedding consistent processes for decision-making, planning, and execution.

Qualifications & Experience

• 10+ years of experience in Program/Delivery Management, with at least 5 in senior leadership roles.

• Proven track record of leading high-performing Program/Project Management teams in SaaS or product-led organizations.

• Strong expertise in scaling functions, establishing governance structures, and driving cross-functional alignment.

• Deep familiarity with Atlassian tools (Jira, Confluence, JPD, etc.) and data-driven decision-making.

• Demonstrated success in managing change across complex, global organizations.

• Exceptional communication and stakeholder management skills, with the ability to influence at the executive level.

• Deep understanding of general technology trends and emerging innovations, with the ability to bring cutting-edge ideas into the organization and translate them into actionable opportunities for product and program management.
