Global Operational Risk & Resilience Oversight (ORRO) is an independent second line risk function that provides challenge and oversight and guidance to a variety of stakeholders so that operational risks are appropriately managed and in alignment with risk appetite. Specifically, the ORRO department is responsible for providing independent oversight of policies, procedures and standards concerning the measurement, monitoring, control and reporting of risks.
Reporting to the Head of Global ORRO Governance, Strategy and Risk Programs Oversight, this manager role will support the Governance and Risk Programs Oversight pillar and will provide oversight a challenge over the implementation and execution of ORRO standards and methodologies that are done by the first and second line.

This Manager of Operational Risk & Resilience Governance is part of the global second line of defense independent oversight function and will partner with the first line of defense businesses to ensure that risk standards (such as third party risk, business continuity management, change risk standards, etc.) and methodologies (risk and control self assessment, scenario, control testing, issues, etc.) are adhered to and executed based on expectations by the first line.
The position requires strong understanding of E-21 Operational Risk & Resilience Management guideline, strong risks and controls knowledge and experience, and solid communication and influencing skills. This position will operate across multiple segment risk teams and their businesses, functions, and geographies, to promote and enhance awareness of risks and controls.
Key Responsibilities:
Perform oversight activities based on our standards and methodologies requirements to ensure that execution meets expectations. This is for the standards and methodologies mentioned above.
Document in detailed the results of the review, reperform the execution where necessary to validate effectiveness of oversight.
Collaborate with Segment ORRM, IRM, Compliance, Legal, Ops and Tech 1B colleagues. Lead/Host an engaging session to gather feedback, comments and challenges, as well as providing a comprehensive and effective tracking mechanism to manage change.
Design and implement dashboard reporting on progress of activities, outcome, gaps and remediations, as well as metrics reporting.
Create/Develop training materials, collaborate with Program owners, and facilitate training as necessary. Track training attendance and follow up on non-attendance.
Support the execution of function improvement programs including enhancements to Risk Programs.
Promote a strong risk culture and oversee relevant risk culture assessment processes.
The role will also have direct reports to support the centralized activities.

Knowledge/Skills/Competencies/Education:
Broad knowledge of financial services/insurance business and related products
Strong foundation in operational risk management or similar fields. Minimum 3-5 years of experience in operational risk management plus strong knowledge of operational processes, risks and controls.
In-depth subject matter expertise in OSFI E-21.
High proficiency in MS Office Products and data analytics tools such as Power BI is a PLUS.
Solid written and oral communication skills
Strong influencing skills with the ability to build effective relationships, both within and across divisions
Detail-oriented with excellent analytical, critical thinking and problem-solving skills with the ability to think strategically.
Self-starter with the ability to work with little guidance
University undergraduate degree with a relevant professional designation preferred
