Salary Range: $73939 - $120157 Per Year

Job Summary: This GS-11 Management and Program Analyst position is alligned under VHA, Member Services, Organization Management Development where the selectee will provide forecasting, scheduling, and trend analysis that is designed to improve the efficiency of work operations for the agency. The work involves gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program support setting.

Major Duties:

  • Major Duties Include (but are not limited to): Analyzes and evaluates (on a quantitative and/or qualitative basis) the effectiveness of programs or operations in meeting established goals and objectives; Establishes statistical sampling techniques and accomplishes workload trend analysis; Analyzes mission, organization, functions, work process methods, and procedures and other related material for developing creditable workload factors and accurate statistical indicators; Develops recommendations for corrective actions and methods to achieve efficient and effective operations; Provides recommendations on the most economical methods of aligning goals and objectives; Examines directives and reports to detect and eliminate conflicts, overlap, and duplication; Identifies, analyzes, and interprets planning guidance into comprehensive briefings on the effective and efficient work processes within the organization; Identifies critical human resource shortages and assists in the development of recommendations for corrective action; and Identifies, analyzes, and interprets planning guidance into comprehensive briefings on the effective and efficient work processes within the organization. Promotion Potential: This GS-11 position is being announced at the full performance level. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2025. Time-In-Grade Requirement (GS-11): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-11 position, you must have served 52 weeks at or above the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that verifies your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50's that clearly demonstrate one-year time-in-grade has been met. Please Note: Time-In-Grade requirements also apply to former VA employees applying for reinstatement with CTAP eligibility. You may qualify based on your Specialized Experience and/or Education as described below. Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of Specialized Experience include (but are not limited to): 1) Applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations 2) Makes evaluative analysis of administrative aspects of new or established programs including work measurement and operations, workforce estimates, paperwork, procedures and resource estimates and utilization 3) Assists higher graded personnel by gathering and analyzing data for broader studies of organizational structure and/or workforce utilization 4) Collects and analyzes data to determine effective application of policies and procedures and soundness of established organizational and cost procedural patterns 5) Gathers, analyzes, and evaluates complex, factual, historical, and statistical data to independently develop and coordinate concept plans, position papers, event-driven taskers, status reports, trend data, etc... 6) Recommends improvements or actions required that identify more effective methods of collecting/reporting data and explains any problems encountered in narrative reports 7) Devises new reporting requirements and formats for collecting data when no set procedures exist OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., (if related) OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., (if related).
