The AT&T FirstNet Solutions organization delivers mission-critical wireless communications capabilities tailored to the unique needs of public safety agencies and first responders. Built in partnership with the First Responder Network Authority, FirstNet is the only nationwide, high-speed broadband network dedicated to public safety. It provides prioritized and preemptive access, enhanced security, and resilient connectivity across LTE and 5G technologies. FirstNet empowers public safety with interoperable, reliable, and secure wireless communications—enabling faster coordination, improved situational awareness, and better outcomes during both routine operations and large-scale emergencies.

Beyond providing wireless connectivity to public safety and critical infrastructure users, FirstNet also provides a rich set of tools and capabilities that third party software or hardware developers can integrate with. Developers integrating with FirstNet can enhance their customer experience by adding Mission Critical communications abilities via FirstNet Fusion, integrating with network APIs to show real time network conditions or change user priority levels, or linking to AT&T’s Next Generation 9-1-1 systems.

AT&T’s FirstNet Product team is seeking a dynamic Lead Product Management and Development Manager to drive growth of the FirstNet integrated solution ecosystem of software, devices and services. This innovative product specialist will be responsible for identifying new candidate integration partners, bringing them through their integration journey and managing the ongoing success and growth of the relationship. This role combines deep product ownership with a forward-looking focus on fostering new partners, channels, and opportunities to expand FirstNet’s reach across public safety and adjacent markets.

Key Roles and Responsibilities: Typical tasks may include, but are not limited to, the following:

  • Identify new FirstNet ecosystem developer program candidates and build a funnel of mutually beneficial integration opportunities
  • Drive comprehensive program management of the FirstNet ecosystem, ensuring seamless coordination across developer engagement, integration processes, partner enablement, and ongoing relationship management to maximize ecosystem growth, value creation, and operational excellence.
  • Own the lifecycle of ecosystem integration relationships, including business cases, positioning/marketing messaging, strategic visions, joint sales campaigns and more
  • Lead cross-functional product development initiatives from concept through launch, including roadmap creation, business case development, and go-to-market execution.
  • Own end-to-end product lifecycle for assigned FirstNet solutions, ensuring alignment with customer needs, market trends, and internal capabilities.
  • Collaborate with engineering, operations, legal, and sales teams to ensure product delivery meets performance, reliability, and scalability standards.
  • Represent FirstNet product strategy in governance forums and change control boards, advocating for funding and prioritization of key initiatives.
  • Monitor market trends, vendor capabilities, and regulatory developments to inform product decisions and risk mitigation strategies.

Required Qualifications:

  • 8+ years of experience in product development or similar, preferably in telecom, public safety, or enterprise SaaS.
  • Proven track record of leading complex, cross-functional product initiatives.
  • Strong analytical and communication skills, with ability to influence stakeholders at all levels.
  • Experience with Agile methodologies, product lifecycle tools, and enterprise governance processes.
  • Demonstrated success in identifying and executing on strategic growth opportunities.

Desired Qualifications

  • Familiarity with AT&T internal systems and development workflows.
  • Experience with API development, wireless networks, push to talk services and/or Next Generation 9-1-1 services.
  • Knowledge of public safety operations, including fire, EMS, law enforcement, and emergency management.
  • Ability to build and manage external relationships with technology partners, resellers, and integrators.
  • Presentations to large audiences on technical and complex solutions requiring effective communication skills.

Our Lead Product Management Development's earn between:

$128,400 -$192,600 (GA)

$143,800 - $215,800. (TX, MD, VA)
