Role Purpose:

The L&D Programme Manager is responsible for the design, delivery, and management of group-wide learning and development initiatives. The role will ensure the successful implementation of programmes that support capability building, leadership development, career growth, and organisational performance. Working in partnership with business leaders and HR colleagues, the role will drive learning strategies that align with business priorities and the Group’s talent agenda.

Key Responsibilities:

Programme Design & Delivery

  • Design, implement, and manage scalable L&D programmes (leadership, functional, and enterprise-wide learning).
  • Deliver training sessions, workshops, and blended learning experiences to employees at all levels, including PLC staff.
  • Act as a facilitator and subject matter resource on core organisational development programmes (e.g., leadership, management skills, core compliance training).
  • Oversee end-to-end programme lifecycle, including needs analysis, vendor selection, content development, and evaluation.
  • Blend learning methodologies (classroom, virtual, digital, coaching, on-the-job learning).

Programme Management

  • Plan, coordinate, and manage group-wide L&D programmes, ensuring consistent standards across all divisions.
  • Partner with divisional HR Directors and managers to identify development needs and deliver tailored solutions.
  • Monitor programme effectiveness through feedback, evaluation, and performance metrics.

Stakeholder Engagement

  • Partner with senior leaders and HR to identify capability gaps and shape learning priorities.
  • Build strong relationships with divisional HR and business leaders to ensure local adoption and alignment.
  • Manage external vendors, consultants, and training providers to deliver high-quality learning solutions.

Programme Management & Governance

  • Create project plans with clear milestones, budgets, and success measures.
  • Monitor programme effectiveness using feedback, analytics, and impact assessments.

Talent & Leadership Development

  • Support the design and rollout of leadership frameworks and talent development pathways.
  • Embed succession planning and career development initiatives into learning offerings.
  • Manage high-potential and graduate development programmes.

Digital Learning & Innovation

  • Leverage digital tools, learning platforms, and new technologies to scale learning.
  • Stay up to date with emerging L&D trends and recommend innovative practices.

Governance & Reporting

  • Track programme participation, completion, and impact, reporting regularly to the Group HRD and other stakeholders.
  • Ensure compliance with regulatory and professional training requirements where relevant
  • Qualifications & Experience:

  • Degree in HR, Education, Business, or related field (postgraduate / professional certification in L&D advantageous).
  • 5+ years experience in programme management.
  • Proven track record in managing large-scale learning or leadership programmes within a complex organisation.
  • Experience in project management, with strong organisational and planning skills.
  • Strong facilitation, presentation, and communication skills.
  • Knowledge of digital learning platforms, learning analytics, and instructional design principles.
  • Ability to work collaboratively with senior stakeholders and influence outcomes.
  • Experience managing external vendors and budgets.
