The Opportunity
This position is based in Calgary in the Land Operations Projects group of Canada Land, part of the Regulatory department.
Reporting to the Manager, Land Operations Projects, the Land Analyst will be responsible for advising, coordinating and/or supporting the management of third-party programs, documentation and record keeping requirements in support of ongoing access to existing land rights, the acquisition of land rights for projects and resolving land-related issues according to applicable company procedures and regulatory, legislative, contractual and financial obligations.
The position works closely with internal teams such as Integrity Projects, Damage Prevention, Canada Gas Projects and Operations, as well as affected parties such as industry (including their respective associations) and regulatory bodies in executing land access, acquisition and public awareness programs.
Responsibilities
Day-to-day planning and execution of Project land scope, in alignment with Project and Business Unit goals
Help identify land requirements and potential risks on projects and escalate issues to senior team members as needed
Maintain current, accurate and appropriate lines of communication with all stakeholders, including internal and external audiences
Coordinate work activities with Land Representatives and service providers as directed
Support acquisition of surface land rights for projects
Prepare and review acquisition documents and third-party requests/agreements, ensuring they follow company policies and regulations, with guidance from senior staff
Prepare, issue, track, and enter documents for projects
Ensure payments are made according to contracts, with guidance from senior staff
Track landowner commitments as directed within prescribed systems
Register documents and plans with land titles offices, with support as needed
Investigate historical/unusual land rights issues, with the aim resolve
Support the turnover of projects to Operations by following prescribed processes
Participate in process development and improvement regarding the role of Land in projects
Minimum Qualifications
Completion of a Land Administration Certificate or related diploma/degree
Minimum of 2 years related surface land experience
Excellent interpersonal and communication skills; able to work well in a team and ask for help when needed.
Understanding of federal and provincial legislative and regulatory requirements for Land, and the ability to apply such knowledge
Strong analytical and problem-solving skills
Ability to handle multiple tasks and prioritize with support
Interest in learning land practices and processes in the Canadian pipe and power industries
Ability to ensure quality standards and protocols set for third party brokers
Preferred Qualifications
Minimum of 3 to 6 years related surface land experience
Experience with Microsoft suite, SAP, land databases, including Pandell specifically, and titles registries
Experience working with Canada Energy Regulator (CER) regulated pipelines and the BC Energy Regulator
Ability to read and speak French
Customer service focus and interest in delivering results in a timely manner
Clear communication, writing, and presentation skills
