Our Utilities division has an exciting opportunity for a Labour Hire Estimator to join the Utilities Commercial and Pre-Contracts team. The role of the Labour Rate Estimator within Service Stream’s Utilities Commercial and Pre-Contracts function will support the organisation’s growing pipeline, supporting the commercial delivery of new business and contract renewal opportunities.

The role is responsible for delivering all labour rate estimates across the Water, Network Services, Power, Industrial and Gas business sectors. This position is responsible implementing, managing and delivering standardised procedures, methods, and processes for labour rates estimating.

Reporting Line:             Head of Estimating

Key Responsibilities

• Lead the discipline of labour rate estimating across the Utilities division.
• Ensure the quality and consistency of labour rate estimating undertaken by the lines of business is to the standard prescribed by the group.
• Lead the continuous improvement of labour rate estimating processes and behaviors to consistently deliver efficiency and set a platform for increased commercial performance.
• Develop, implement and maintain the Divisional Labour Rate Estimating Management Plan to provide an overarching governance and strategy for labour rate estimating processes and applications across the Utilities division.
• Coach the Utilities estimating team in the execution of their labour rate estimating tasks and responsibilities.
• Understand the client’s scope of works (SOWs) and key operational and financial deliverables as they relate to labour rates.
• Provide oversight and analysis of all key processes in the labour rate estimating workflow, such as but not limited to:
  • Interpretation and application of Enterprise Agreements and industrial instruments.
  • Calculation of direct and indirect labour costs, allowances, loadings, and on-costs.
  • Validation of labour rates against market benchmarks and internal standards.
  • Pricing of risks and opportunities associated with labour components of the scope of works.
• Compile full labour rate estimates for presentation and executive sign-off.

About You

• Degree preferred or Diploma in Business, Finance, Engineering, or a related field experience, with a minimum of 5 years in a relevant estimating or analytical role.
• 5 to 10 years’ experience within the construction, utilities, or related industries.
• Demonstrated experience in labour rate estimating, including interpretation of Enterprise Agreements.
• Familiarity with financial, commercial, and project management principles.
• Proven experience in analysing agreements and data to determine all components required for accurate labour rate build-ups.
• In-depth knowledge of research, data analysis methods, and estimation formulas relevant to labour rates.
• Advanced Excel skills and proficiency with relevant estimating software.
