Qualifications: MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Air National Guard. GENERAL EXPERIENCE: Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. KNOWLEDGE REQUIRED: -- Serves as the senior engineering information technology (IT) specialist and consultant to management in support of Engineering Installation IT policy and plans for the entire group and provides guidance and direction for management of assigned resources that includes manpower, equipment, and financial requirements. The incumbent acts as the senior Engineering IT Plans and Policy Manager for the Group Management Element Unit Type Code (UTC) and is responsible to plan, train, and equip the Group Headquarters to ensure it's ability to support the gaining Major Command (MAJCOM), Numbered Air Force (NAF), or War Fighting Headquarters mission, with the collateral responsibility of ensuring the assigned Engineering Installation squadrons' ability to accomplish their respective missions through management and/or support of programs essential to daily operations, training, and readiness to include configuration control of communications-electronics IT systems and sub-systems. -- Knowledge of and ability to perform complex technical work involving development and assessment of information technology and telecommunication systems. Has significant impact on the mission and capability to provide essential support to the deployed war-fighter. -- Expert and comprehensive working knowledge of complex Information Technology, Engineering, and Communications-Electronics (C-E) network policies, procedures and directives to serve as the lead Engineering Installation communicator and senior advisor to the Commander on Engineering Installation matters concerning group engineering, operations, systems integration and infrastructure projects assessment, planning and budgeting. -- Expert knowledge of the mission, objectives, terminology, and management practices in the organization to recognize probable areas of interaction and overlap between proposed and existing systems. -- Knowledge of commonly used communications systems, technology, and operations, as well as established methods, procedures, regulations and other guides that relate to a particular area. -- Comprehensive knowledge of IT concepts, principles, methods and practices to plan network services that support customers' requirements. -- Ability to define problem areas, gather and analyze factual data, and form and communicate conclusions and recommendations. -- Expert knowledge of communications systems and network systems technology and operations, sufficient to plan, manage, integrate, and/or execute communications and network systems, services, or operations needed to satisfy the customer's needs. -- Knowledge of network systems design, development, testing, installation, operation, management, and maintenance. -- Comprehensive knowledge and skill in applying DoD, AF, and NGB policies, standards, directives, and operations manuals to perform systems analysis, evaluate approaches, offer advice, define alternative approaches, and coordinate requirements regarding the merits of proposed applications, design changes, etc., for the customer. -- In-depth knowledge of hardware, software, network operations functions, packet switching, communications protocols, and diagnostic tools to analyze difficult and complex system and end user problems, furnish assistance, and provide resolution. -- Skill in relating the facets of the work to the overall network architecture and overall project scope to evaluate new systems to be integrated or converted so they work within current or proposed architecture and provide alternatives, costs, training concerns, and recommendations for conversion and/or integration.
