Major Duties:

  • Serves as the Deputy Program Manager for the Federal Logistics Information System (FLIS) within the J62XC Logistics Data and Cataloging Solutions (LCDS) Portfolio.
  • Serves as the FLIS Transformation lead, providing oversight and guidance to a large team consisting of government and contractor personnel, ensuring all Transformation/Modernization capabilities are delivered.
  • Spearheads the collaboration and coordination of transformation initiatives with functional representatives and related stakeholders to identify future transformation opportunities related to the FLIS Program.
  • Possess a comprehensive understanding of the FLIS application, processes and related systems.
  • Promotes, develops and maintains good working relationships with key individuals or groups and provides technical guidance, assistance, and direction in areas such as;
  • architecture, hosting, infrastructure support, capacity planning, information assurance, business continuance, and the design, configuration, and implementation of advanced computer networking.
  • Oversee all software lifecycle processes, ensuring adherence to Department of War (DoW) and Defense Logistics Agency (DLA) procedures, processes, and directives.
  • Leverage advanced computer architectures, hardware, Commercial Off-the-Shelf (COTS), and Government Off-the-Shelf (GOTS) solutions to optimize federal cataloging processes.
  • Provide IT systems program-level support and expertise, guiding the overall strategy, oversight, and implementation of sustainment and modernization operations.
  • Demonstrate a comprehensive understanding of applicable audit readiness end-to-end processes within a process management functional area, including both manual and system processes and their associated internal controls.
  • Develop and manage contracting processes and procedures, including reviewing, preparing, and submitting contracts for bid, and diligently monitoring contract performance.
  • Provide support to assigned programs within organizations under the oversight of the Program Executive Office (PEO), Information Operations (J62).

Qualifications: To qualify for an IT Specialist (APPSW/SYSANALYSIS), your qualifications must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Provides specific expertise in the functional areas of architecture, risk management, IT testing, system development, and maintenance. Oversees and performs risk management analysis, modeling, metric gathering/analysis and process development required to successfully identify program risks, risk levels, consequences of risk, deviations to consequences and mitigation strategies. Coordinates, monitors, and directs the systems phases to include the plan and analyze; design, build, and test; deployment and; implementation phases of the assigned Development project initiative Directs requirements analysis of data and comparable activities which support development of goals and objectives related to high levels of program and project management as supported by the software development lifecycle (SDLC). Interprets functional requirements of program solutions involving the breakdown of functional processes into discrete requirements to be implemented into DLA Platforms and applications. B.
