Job Description Summary:

Manages the project planning and implementation for departmental and/or enterprise IT systems. Works to perform a broad range of project management duties including requirements definition, systems analysis, development of project plan and approach, facilitating business process re-engineering activities, project communications, stakeholder management, change and risk management, project team leadership, vendor management, and other project management duties as required. This involves the project management of the entire system implementation life cycle and ensures that the project is completed on time, within budget and to the satisfaction of internal clients.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Develops and modifies project work plans and objectives/requirements following project management best practices and procedures. 

  • Works directly with functional owners to facilitate decisions on business process reengineering, system configuration, data conversion, testing, and training. 

  • Coordinates project activities, tasks, manages RFPs, vendor selection and contract negotiation, and directs the activities of consultants. 

  • Implements project plan to meet objectives, and coordinates scheduled work on the project. Tracks project plans and resources. Participates in phase, milestone, and final project reviews. 

  • Matrix manages cross departmental project teams related to the completion of tasks, assignments and milestones, as well as the work of consultants/contract employees that may be used on the project. 

  • Manages project-related vendor contracts. Designs, implements, enforces and reports associated vendor performance requirements. 

  • Manages project budget. Designs, conducts and presents analytical studies, cost-benefit analyses, return on investment (ROI) or other research. Purchases or contracts for IT services, equipment, products, supplies, property, or other items. 

  • Develops and implements a change management and communications plan. Performs successful stakeholder identification and management throughout project. 

  • Facilitates processes within project teams and groups to explore options, develops consensus and implements decisions. 

  • Actively monitors project activities and resources to mitigate risk. Manages change and risk associated with the project following structured change control and risk mitigation processes. 

  • Implements or maintains quality assurance processes related to the project. Makes improvements, solves problems, or takes corrective action when problems arise. 

  • Develops functional business process testing strategies, plans, or scenarios. 

  • Integrates IT security policy and procedures into project implementation. 

  • Ensures product-related training and documentation are developed and provided to appropriate staff to support successful adoption and return on investment. 

  • Coordinates the planning of design, code or implement, test, and the documentation of all components of the software solutions.  

  • Work closely with IT staff, Project Team staff and vendors to test and validate system functionality with the City of Boulder’s IT infrastructure.  

  • Oversees installation of hardware, software, and performs technical consultation for package system installations; or coordinates necessary efforts should the successful solution be hosted.  

  • Supports the success of the citywide technology PMO that ensures consistent delivery of IT projects through standard methodologies (variations of Agile, Lean, or Waterfall), process rigor (around intake, prioritization, resourcing, incorporating lessons learned), and appropriate supporting tools. 

  • Provides departmental support including procurement of technology licenses, assign and bill software licenses, continuous process improvement, maintaining PMO documentation, templates, and tools, and assisting with IT contract process and other tasks as assigned. 

MINIMUM QUALIFICATIONS  

  • Ability to coordinate and manage complex projects involving competing interests and objectives 

  • Knowledge and experience with IT procurement and contract processes 

  • Knowledge and experience with project management and issue tracking tools (e.g., MS Project, Smartsheet) and related methodologies (variations of Agile, Lean, Waterfall) 

  • Skills in strong verbal and written communication, with the ability to effectively communicate and interact with the public and all levels of personnel within the city in a positive and cooperative manner. 

  • Valid Driver’s License and ability to maintain an acceptable driving record. 

  • Have and maintain acceptable background information, including criminal conviction history. 

PREFERRED QUALIFICATIONS 

  • Knowledge and experience managing short-term, “fail-quick” projects piloting emerging technologies 

  • Knowledge and experience in both technical and people change management 

  • Knowledge and experience working with local, state or federal government agencies or related professional experience with an active and highly engaged community 

  • Knowledge and demonstrated experience in engagement and leading matrixed staff and helping to shape a positive culture 

REQUIRED EDUCATION AND EXPERIENCE 

  • Bachelor's degree in computer science, business, or related field and extensive breadth of experience and competency as an end-to-end enterprise systems implementation project manager. Eight (8) years of related experience may substitute for the education requirement. 

  • Three (3) years of progressively responsible experience in project management 

  • PMP, CSM, or similar certification(s)

WORKING CONDITIONS AND REQUIREMENTS      

  • Physical and mental effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person.  Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials.  Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting as well as the ability to walk on uneven surfaces and sometimes difficult terrain.   

  • Work environment: Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard.  Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.  Upper body strength to lift and carry supplies and equipment. Works primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises. 

  • Machines and equipment used: Frequently uses standard office equipment including personal computers and telephones.
