Multnomah County's Information Technology team is seeking an experienced IT Change Manager LDA. In this role, you will lead the "people side" of implementing a new Homeless Management Information System (HMIS), a critical tool used by teams in Multnomah, Clackamas, and Washington Counties—as well as nearly 130 partner agencies—to address homelessness. Your main responsibility will be to ensure everyone feels prepared and supported through this transition by developing clear communication plans, providing effective training, and leading the overall change strategy, ultimately helping all users successfully adopt the new system and continue their vital work.
This is a Limited Duration Assignments (LDA) expected to last up to two (2) years, but may end sooner.
The key responsibilities of this role are:
Strategy & Planning: Leading and applying a structured change management methodology (e.g., ADKAR, Prosci). You will develop a comprehensive change management plan, facilitate strategic consensus with senior leaders, conduct change impact assessments, and define/measure success metrics.
Communication & Engagement: Implementing the communication plan, serving as the key liaison between the project team and affected business areas, and designing/delivering clear, consistent messaging to diverse audiences (leaders, managers, and front-line staff).
Training & Support: Providing input on the design and delivery of training programs, collaborating with community-based organizations to ensure relevance, and developing ongoing support mechanisms for employees during and after the transition.
Management : Proactively identifying, anticipating, and managing employee resistance to change, coaching managers on their role as change leaders, and consulting with clients and stakeholders to resolve issues and address risks.

To Qualify

Minimum Qualifications/Transferable Skills:
Education: Bachelor's degree or equivalent education and experience. (7 years of qualifying training and/or experience) .
Experience: 3-5 years of experience in change management, organizational development, or a related field.
Proven experience with large-scale organizational change efforts.
Familiarity with project management approaches, tools, and phases of the project lifecycle.
Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates. Certifications: Change management certification (e.g., Prosci, CCMP) is highly desirable.

Schedule: A variety of work schedules are available and can be discussed with the manager.
Routine Telework: This position is designated as “routine telework,” meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. We are unable to hire work visas, including H-1B, F-1 OPT, or STEM OPT.
