Job Summary: About the Position: Serves as the Project Engineer and Administrative Contracting Officer (ACO). Plans, manages, directs, and supervises construction/maintenance programs and projects involving the performance of technical engineering, quality assurance, contract scheduling, contract changes/claims, and contract support work for the Military Construction, Civil Works, Environmental and other Programs. Post Differential 10% of Basic Compensation is currently authorized and is subject to change.

Major Duties:

  • Plans, manages, directs, and supervises construction and maintenance programs and projects involving the performance of technical engineering, quality assurance, contract scheduling, contract changes and claims, and contract support work.
  • Participates in design review conferences with Architect-Engineers, Directors of Public Works, Base Civil Engineers, users of the facility and other interested parties to discuss project concepts.
  • Assures that all construction performed is accomplished in accordance with governing plans and specifications.
  • Makes construction management decisions involving the coordination and resolution of problems concerning contract design changes, contingency funding control procedures, and the maintenance of accurate and functional network analysis systems.
  • Maintains a continuing liaison with and participates in discussions with the using agency, facility occupants and contractor representatives on matters of safety, compliance with post regulations and operating procedures.

Determining compliance with plans and specifications AND 2). Acceptability of workmanship, material and equipment delivered to the site as it relates to structures, facilities and construction projects. You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
