Job Summary: This position is located in the Department of Homeland Security, Federal Protective Service, Springfield, Virginia.

Major Duties:

  • The primary purpose of this position is to gather, curate, and evaluate information from a variety of sources (serialized threat reporting, United States Intelligence Community (USIC) products, OSINT, DarkINT, and open-source vulnerability information) to provide risk assessments and recommendations applicable to FPS cyber physical operations. The incumbent will establish and maintain formal relationships with USIC and other entities to sustain information sharing and analysis of cyber intelligence relevant to FPS mission space equities. Duties performed: Develops, establishes, and manages all-source collection requirements and activities for FPS cyber-physical operations. Analyzes and documents cyber actors TTPs, provides recommendations and alignment to vulnerabilities and applicability to the enterprise operational environment. Produces intelligence reports and/ or indications and warnings of intelligence products. Tracks, analyzes, reports on, and helps deconflict critical data and information for steady-state activities, incident response operations, and analytical support activities.

Qualifications: Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-13: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Collaborating with intelligence analysts to develop cybersecurity research projects; Applying knowledge of cybersecurity intelligence, threats, and tactics to provide risk assessments for an organization; AND Determining the appropriate method (report, briefing, social media, etc.) for disseminating intelligence information to internal or external stakeholders. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Certifications: Certifications addressing security and risk management, asset security, security engineering, communications and network security, identity and access management, security assessment and testing, security operations, and software development security may be beneficial to enhancing the performance of the position's duties.
