Job Summary: This position is located in the Department of Homeland Security, Federal Protective Service (FPS), Grand Prairie, Texas; Lakewood, Colorado; San Francisco, California; Springfield, Virginia.

Major Duties:

  • The primary purpose of this position is to determine the need for and write collection manuals and guides and edit requests for intelligence data. The incumbent will perform liaison functions, acting as a Technical Advisor within the intelligence community, and managing the distribution of raw intelligence data and finished intelligence reports. Duties performed: Participating in intelligence collection plans and devising new concepts, guides and methodology in solving unprecedented problems to develop experimental approaches and solutions. Serving as a subject matter expert and senior staff member to both inform and make authoritative technical decisions. Assessing novel situations to identify potential threats, opportunities, and outcomes in order to inform management and stakeholder responses to security threats. Evaluating, discussing, testing, and validating intelligence reports, and intelligence collection programs prior to approval. Projecting and revising long-range estimates and serving on top-level review committees.

Qualifications: Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-12: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Utilizing intelligence techniques to develop reports to be communicated to various audiences; Collecting and analyzing intelligence information to produce intelligence materials or resources; and Engaging in intelligence research and analysis to make estimates and projections. Specialized Experience: GS-13: Applicant must demonstrate at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Collecting intelligence information and data to produce intelligence reports that convey required facts and findings; Evaluating a variety of sources to produce intelligence guidance, policies, recommendations, and/or informational resources; and Engaging in research and analysis to develop intelligence products, action plans, or methodologies. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). Special Training Requirement: Completion of a recognized training program such as the Federal Bureau of Investigation Intelligence Course, Sherman Kent School of Intelligence Analysis, Department of Homeland Security Basic Intelligence and Threat Analysis Course (BITAC), Mid -level Intelligence and Threat Analysis Course (MITAC) and/or be an Intelligence Community Advance Analyst Program (ICAAP) graduate or other related training that has provided the required skillset.
