Instructional Designer – WMATA TTDV Program (Entry to Mid-Level)

ICF is seeking Instructional Designers (Entry to Mid-Level) to support the WMATA Technical Training and Development Division (TTDV) in the design, development, and evaluation of high-quality training programs for rail, bus, and maintenance personnel. These roles will be part of a multi-disciplinary team working under WMATA’s Safety and Readiness Department to create modern, learner-centered instructional content that improves workforce readiness and operational excellence.

You’ll use creativity and modern learning technologies to turn complex technical procedures into engaging, accessible training that makes a real impact on safety, efficiency, and community trust. It’s hands-on, meaningful instructional design that helps move an entire city.  

Work Environment:

Fully remote, with periodic meetings or workshops onsite in Landover, MD or other Metro facilities. 

Standard schedule: Monday–Friday, 7:00 AM – 4:00 PM ET (flexible). 

Key Responsibilities:

  • Design and Develop Instructional Content: Create engaging instructor-led, computer-based, and blended learning materials (presentations, handouts, CBT modules, job aids, and assessments).
  • Apply Instructional Design Principles: Ensure all content aligns with adult learning theory, ADDIE methodology, and WMATA’s technical and safety standards. 
  • Collaborate with SMEs: Partner with technical experts and training staff to analyze existing materials, clarify content, and produce learner-friendly designs. 
  • Support Evaluation Efforts: Assist in developing and implementing learner assessments, surveys, and feedback instruments to gauge training effectiveness. 
  • Maintain Quality and Accessibility: Ensure compliance with Web Content Accessibility Guidelines (WCAG 2.2) and consistent use of templates, style guides, and Metro branding. 
  • Participate in Design Reviews: Support peer and client reviews to confirm technical accuracy and alignment with project goals. 

Basic Qualifications:

  • 3+ years of total work experience 
  • 2+ years of experience in Instructional Design, curriculum development, or training delivery 
  • Minimum 1 year of demonstrated knowledge of adult learning principles and ADDIE methodology 
  • Minimum 1 year of experience with e-learning authoring tools such as Adobe Captivate (Classic or New) 
  • Minimum 1 year of experience with Microsoft Office Suite and Adobe Creative Cloud (InDesign, Illustrator, Acrobat

Preferred Qualifications:

  • Bachelor’s degree in Instructional Design, Education, Communications, or a related field 
  • Experience developing technical or safety-related training programs (transit, transportation, or public works preferred) 
  • Strong writing, editing, and organization skills 
  • Ability to write and structure training at an 8th-grade reading level for clarity and accessibility 
  • Familiarity with SCORM packaging and Learning Management Systems (LMS) 
  • Familiarity with accessibility and 508/WCAG compliance standards 
  • Experience applying Kirkpatrick or Phillips ROI models to measure training effectiveness

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$66,730.00 - $113,440.00
