Job Summary: This position is located in the Washington Headquarters Services (WHS), Human Resources Directorate HRD), Human Capital and Business Operations Division (HC&BOD). The primary purpose of this position is to provide technical expertise involving the development, implementation, and evaluation of HR Programs. In addition, this position will participate in developing and implementing comprehensive Human Capital (HC) guidelines and policies that affect the Fourth Estate.

Major Duties:

  • Incumbent typical work assignments may include the following: Participating in the development and evaluation of DoD's Human Capital (HC) programs to include coordinating with the 4th Estate; representing WHS/HRD on a variety of ongoing and recurring HR and HC DoD-wide working groups, meetings, etc. Serving as a subject matter expert for HC programs which may include one or more of the following functional areas: Training, Compensation, Classification, Performance Management, Recruitment and Placement, Employee Relations, and Labor Relations. Providing leadership and technical expertise to OSD senior administrative officers and Fourth Estate HR Directors; providing advice on implications of proposed decisions. Serving as the agency's expert on delegated examining operations as a DE certified official; aiding in the development and evaluation of DE policies and procedures. Contributing towards HC activities to ensure HRD meets all HR and HC regulatory compliance requirements.

Qualifications: In order to qualify for this position, you must meet the requirements described below. Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to participate in internal audits of Delegated Examining (DE) activities to ensure compliance with merit system principles and federal regulations; assist in the development or evaluation of DE policies or procedures; and experience in one or more of the following HR specialties: Classification, Performance Management, or Recruitment and Placement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
