The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $65,665.60 to $71,905.60.

This position is Exempt under the FLSA.

About the Position

The Human Resources Analyst acts as a strategic partner to develop and implement strategies that support the Judicial Branch’s staffing objectives. This position requires a highly skilled and motivated individual who can handle a variety of administrative tasks using critical thinking and independent judgement to advise hiring managers on the best recruiting and staffing strategies; ensuring effective workforce planning and hiring practices that align with organizational goals.  Individuals who can read, interpret, adhere to, and understand defined policies, processes, and procedures while working independently will be the most successful in this role.

Position Qualifications

Education:

  • Bachelor’s degree in Human Resources, Public or Business Administration, or a closely related field

Experience:

  • Two (2) years of professional experience in recruitment, staffing, or human resources analysis

OR

Combined education and experience qualifications:

  • An equivalent combination of education and professional experience in Human Resources as outlined above may be considered in substitution for the minimum qualifications on a year for year basis.
  • Paraprofessional HR experience may substitute for professional experience on a two for one basis (i.e. two years of paraprofessional experience substitutes for one year of professional experience).

Our Preferred Candidate has:

  • Experience working in the public sector.
  • Proficiency in Microsoft Office Suite and experience with applicant tracking systems (e.g., Workday, NEOGOV, PeopleSoft).

Knowledge, skills, and abilities:

Essential Job Tasks

(This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)

  • Coordinates the staffing process for a set of assigned departments.
  • Partners with departments and hiring managers to develop or revise staffing strategies. 
  • Counsels hiring managers on best practices and applicable laws, rules, processes, and policies related to the staffing process.
  • Drafts and revises job descriptions to ensure we have correctly defined job duties and working conditions documented and that we accurately relay information to applicants.
  • Prepares advertising materials and posts them to appropriate places.
  • Utilizes the applicant tracking software, Workday, to post jobs and accurately evaluate applications to select only those that meet the minimum qualifications.
  • Conducts applicant assessment activities as necessitated by the recruiting process.
  • Participates in interview panels as requested.
  • Verifies due diligence has been performed on selected candidates.
  • Assesses applicable candidate experience and determines rates.
  • Monitors hiring manager’s progress with recruitment.
  • Provides efficient and effective coverage for all areas of the department due to department workload or in the absence of team members.
  • Attend job fairs as requested.
  • Ensures integrity in the process so that hiring activities comply with all state and federal laws, Judicial Merit Rules or Classified Personnel Rules, and Judicial Branch policies as appropriate. 
  • Accurately prepares a variety of personnel-related forms and reports
  • Analyzes relevant information and uses individual judgment to determine whether requests and processes comply with laws, processes, and policies, and provides recommendations to obtain compliance or escalates information as appropriate to management.
  • Drafts and updates process documents as needed and makes recommendations for process improvements as appropriate.
  • Embraces and maintains a high level of comprehension of a highly complex set of rules, processes, and policies and applies them correctly.

Working conditions: 

Position may require travel to and from job-related locations during the course of a scheduled workday. May require working outside of regularly scheduled workday, such as evenings and weekends, to attend special program events (e.g., job fairs, pre-employment testing, etc.). Job duties are performed mostly in an office setting that consists of high-volume and a fast-paced environment.  Incumbents may be eligible for a hybrid work schedule allowing for a combination of telework and onsite work with appropriate approvals.

While performing the duties of this job, the employee may need to communicate clearly, perceive details of objects that are close by, and maintain various physical positions for extended periods, such as sitting, standing, or walking. The job may involve using hands for tasks such as typing, handling objects, or operating tools, as well as reaching with hands and arms. Occasionally, the employee may be required to move or lift objects weighing up to 20 pounds. Reasonable accommodation may be made to enable individuals with disabilities to perform these functions.

Additional Information

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan. Judicial Branch facilities are located throughout Maricopa County.  This position may be reassigned to other locations.  Assignments will be made based upon the needs of the department.
