Job Description

GENERAL DESCRIPTION

The Commissioners of the Land Office (Land Office or CLO) is an Oklahoma State Agency created by the original Oklahoma Constitution. The Land Office administers the school land trust funds to produce income for the support and maintenance of the common schools and certain public schools of higher education. The Land Office oversees the funds and proceeds derived from the sale, rental, disposal and management of school lands and other public lands under the rules and regulations prescribed by the Oklahoma legislature.

The Administrative Division of the Land Office is responsible for Agency leadership and services that support internal staff. The Division includes senior agency leadership and their administrative support staff and well as staff that support the archives, purchasing, internal audit, legislative and communication, and human resources functions.

Under the direction of the Secretary of the CLO with the advisement and assistance of the Legal Division, manage oversight of all components of the CLO’s Human Resources (HR) program in accordance with state and federal employment law. This position is assigned responsibilities involving planning, supervising, directing and coordinating human resources management, development, or training programs in the CLO and assisting in the direction of human resources management or training activities. This includes overall responsibility for all phases of human resources management, development or training programs including the application of laws and rules concerning state employees and applicants, and coordination of program activities. This is the only professional human resources position with the agency, and this position will be part of the CLO’s senior leadership team.

MINIMUM QUALIFICATIONS

REQUIRED EDUCATION/EXPERIENCE

  • Bachelor's Degree in Human Resources, Public Administration, or a closely related field.

  • Three (3) years of professional level experience in human resource management or development.

  • NOTE: An equivalent combination of education and experience will be considered, substituting one additional year of professional or technical public sector human resources management experience for each year of the required education.

PREFERRED EDUCATION/EXPERIENCE

  • Human Resources experience working for the State of Oklahoma with in-depth knowledge of specific State of Oklahoma processes to include strong working knowledge of the Workday system.

  • Master's Degree in Human Resources, Public Administration, or a closely related field. NOTE: A Master’s Degree can be substituted for one (1) year of experience.

REQUIRED KNOWLEDGE/SKILLS/ABILITIES

  • Knowledge of human resources management, staff development, or training policies and procedures.

  • Knowledge of the Oklahoma Personnel Act and the Merit Rules for Personnel Administration.

  • Knowledge of affirmative action and equal opportunity guidelines and procedures; of federal laws and regulations concerning human resources management, and employment practices.

  • Knowledge interviewing and investigative techniques; of business communications; of the legislative process; and of supervisory principles and practices.

  • Knowledge of Open Record Request processes, Personnel Audits, and Annual Report Procedures for State of Oklahoma public agencies.

  • Skill of commitment to teamwork, consensus management, and participatory decision-making processes.

  • Skills associated with the Microsoft Office suite of products including Word, Outlook, Excel, and Teams as well as experience with Adobe Acrobat.

  • Excellent organizational and time management skills with the ability to work under tight deadlines. Ability to set priorities and deadlines and able to adjust priorities as workflow requires.

  • Ability to plan, direct and coordinate the activities of others; to interpret, analyze and resolve administrative and human resources management or staff development problems; to communicate effectively, both orally and in writing; to organize and conduct several projects simultaneously; and to analyze complex situations and adopt an appropriate course of action.

EXAMPLES OF WORK PERFORMED & ESSENTIAL FUNCTIONS

  • Assist in planning, organizing and directing all components of the agency human resources program in accordance with state and federal employment law any applicable rules and policies that apply to the agency. Interprets and applies laws and rules concerning human resources management, personnel administration, or staff development to a variety of human resources matters including classification, selection and recruitment, compensation, staff development and training, employee benefit programs and employee transactions and records. Stays abreast of changes in employment laws (proposed and passed) and advises agency leadership on their impact and steps required to stay in compliance.

  • Directs staff development and coordinates or recommends training activities including monitoring required training associated with agency duties including supervisory training as well as any specific training required to maintain professional accreditations required by job duties.

  • Directs or conducts classification studies, job audits, and other actions to identify duties and responsibilities assigned to positions and employees; makes recommendations concerning job classifications, job descriptions, changes in organization structure and other matters.

  • Directs or completes activities related to recruitment, grievance management, employee relations, adverse actions, compensation, employee selection, human resources development and other personnel matters, advises agency officials and employees of Merit Rules and agency policies concerning employee and applicant actions. Oversees the agency’s recruitment process.

  • Coordinates or conducts activities related to complaints or appeals concerning violations of the Oklahoma Personnel Act or Merit Rules of Personnel Administration such as investigations, training, alternative dispute resolution, grievance management, progressive discipline and administrative hearings to include serving as the agency’s grievance point of contact.

  • Represents the agency to other state agencies, the Legislature, employee groups and other organizations when directed by the Secretary in matters pertaining to human resources management or personnel administration, to include serving as the agency’s liaison to Human Capital Management Division of OMES.

  • Review human resources documents, such as performance evaluations, injury reports, etc. submitted by departmental staff to ensure compliance with agency rules, policies, and procedures as well as with state and federal employment law;

  • Assist supervisors in maintaining compliance with performance review requirements.

  • Advise managers, supervisors and employees regarding employment-related policies, procedures, rules, laws, and regulations; advise supervisors and managers on appropriate supervisory practices; explain departmental decisions on human resources-related matters; analyze operational problems and develop solutions; recommend and interpret human resources policies to meet departmental goals.

  • Assist in writing and researching procedures to implement departmental policies and strategies which may include research of options and formulation of appropriate action in administrative personnel matters.

  • Maintains and updates personnel directories and maintains confidential employee records and filing systems in compliance with agency policy, the Oklahoma Department of Libraries Records Disposition Schedule, and any other relevant Federal or state laws, rules or regulations.

  • Participates in preparation of agency budget and budget work programs specific to staffing costs; develops and recommends agency policies and procedures in accordance with applicable laws and rules. Supervises the preparation and processing of employee payroll, leave, retirement, and employee benefit programs.
