Plains is seeking an experienced HSE Specialist based in San Antonio, Texas.

Reporting to the Gulf Coast Regional HSE Manager, this role supports environmental and regulatory compliance functions across assigned pipeline, terminal, and trucking assets. Your key responsibilities include ensuring regulatory compliance with applicable HSE standards; supporting Operations and cross-functional teams through effective communication, presentations, and interpersonal engagement; and participating in 24/7 on-call emergency response.

This position is approximately 50% field-based and 50% office-based dependent on external agency audit requests. Regular overnight travel is required.

Responsibilities:

  • Lead and oversee internal and external audits and inspections of facilities, terminals, and pipeline ROWs across Texas, Louisiana, Mississippi, Alabama, Florida, and Virginia, ensuring compliance with 49 CFR §§ 192, 194, 195 and 40 CFR.
  • Serve as the Division’s primary contact for programmatic regulatory audits in coordination with HSE Regulatory Compliance in Houston.
  • Act as liaison between local HSE Specialists, Houston Regulatory Compliance, and external agencies to foster strong working relationships under the External Assurance program.
  • Provide coaching and support to local HSE Specialists and Operations teams on daily environmental and regulatory compliance matters.
  • Partner with the HSE Manager to address field concerns and implement internal compliance solutions.
  • Manage all aspects of non-programmatic audits at the Division level.
  • Support Quality Documentation Analysts in maintaining pipeline records.
  • Collaborate with Houston Regulatory Affairs to monitor and interpret legislation affecting environmental, pipeline, trucking, and rail compliance, and communicate relevant updates to regional teams.
  • Assist with emergency response and spill prevention plan compliance, including release reporting to regulatory agencies.
  • Execute incident management activities.
  • Participate in safety programs such as Management of Change (MOC), including review, approval, and coaching for closure.
  • Mentor Operations staff on safety policies and procedures.
  • Conduct and report field safety evaluations, including work permit and environmental inspections.
  • Review contractor permits and reports to ensure environmental compliance; provide contractor safety oversight through assessments and site visits.
  • Maintain accurate electronic records to support regulatory compliance.

Qualifications:

  • Bachelor’s degree in Environmental Science, Occupational Health & Safety, or a related technical field.
  • Minimum 3–5 years of relevant experience; position level will align with experience.
  • Preferred: Strong knowledge of PHMSA pipeline safety regulations and state-level compliance requirements.
  • Detail-oriented with the ability to work independently and collaboratively.
  • Excellent written, verbal, and interpersonal communication skills.
  • Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint, SharePoint).
  • Eligible to obtain a Transportation Workers Identification Credential (TWIC).
  • Must pass background and reference checks.
  • Participation required in Plains’ Medical Surveillance and Drug & Alcohol programs per OSHA 29 CFR 1910.120 and PHMSA 49 CFR Parts 192, 194, and 195.
  • Valid driver’s license with a driving record acceptable to company and insurers.
