Role Overview
The PMC HSE Officer will be responsible for implementing and monitoring health, safety, and environmental requirements at project site level for the TAQA Transmission (Nexus Program). This role involves close coordination with TAQA’s project and HSE teams, supervision consultants, EPC contractors, and direct support to the PMC HSE Manager. The position requires strong leadership in ensuring compliance with TAQA standards, UAE statutory requirements, and international best practices in occupational health and safety.
Roles & Responsibilities
- Ensure implementation of the Project HSE Plans, procedures, and permit to work systems in line with TAQA and ADOSH-SF requirements.
- Review and verify method statements, risk assessments, and work permits to ensure alignment with project and HSE standards.
- Supervise project site activities and prepare daily HSE summary reports highlighting key findings, observations, and actions.
- Provide guidance to Supervision Consultants deployed by TAQA Transmission and oversee their HSE performance at site.
- Conduct regular site HSE inspections, prepare inspection reports, and communicate outcomes to the TAQA Project Team and PMC team.
- Lead and participate in joint inspections scheduled by PMC and TAQA Transmission HSE and project teams.
- Maintain and update the HSE action tracker and provide inputs to the PMC HSE Manager and Project Team on status and progress.
- Enforce TAQA’s T-12 Essential Rules and ensure effective compliance and monitoring across the site.
- Coordinate with TAQA and supervision consultant teams to ensure safe and smooth execution of operations.
- Periodically review and verify HSE documentation and records of EPC contractors and supervision consultants.
- Support the PMC HSE Manager in preparing daily, weekly, and monthly HSE reports by providing accurate site based data.
- Develop, coordinate, and implement monthly HSE campaigns in collaboration with supervision consultants and contractors.
- Maintain organized project HSE records and ensure timely submission to the PMC HSE Manager and project management team.
- Lead and review incident reports, near-miss cases, and environmental incident investigations, providing recommendations and ensuring timely escalation to TAQA and relevant authorities.
- Assist in planning and execution of HSE audits, inspections, and monthly HSE meetings with TAQA Transmission HSE and PMC teams.
- Provide real time project HSE data and updates to TAQA and PMC teams as required.
- Coordinate and participate in emergency preparedness and response drills, assess their effectiveness, and provide improvement recommendations.
- Participate in and support awareness sessions, inductions, and toolbox talks conducted by supervision consultants and contractors.
Qualifications & Experience
- Bachelor’s Degree or Diploma in Engineering, Occupational Health & Safety, Environmental Science, or related discipline from a recognized institution/university.
- NEBOSH International General Certificate (IGC) or equivalent essential, additional OHS certifications will be an advantage.
- Membership of a recognized professional body such as IOSH/IIRSM (TechIOSH, CertIOSH) preferred but not mandatory.
- 3-5 years of experience in HSE within construction, infrastructure, power generation, or transmission/distribution projects.
- Prior experience and/or approval with TAQA Transmission or Distribution projects will be a distinct advantage.
- Strong knowledge of hazard identification, risk assessment, and control measures in high risk project environments.
- Comprehensive understanding of Abu Dhabi Occupational Safety and Health System Framework (ADOSH-SF) elements and Codes of Practice.
- Familiarity with UAE OHS legislation, regulatory authority requirements, and Civil Defense standards.
- Excellent communication, reporting, and coordination skills, with the ability to work collaboratively with diverse stakeholders.
