Job Summary: THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for an HR SPEC (MIL), Position Description Number PDD1622000 and is part of the WY Joint Force Headquarters ANG, Wyoming Air National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.

Major Duties:

  • This position is located within a Military Personnel Flight (MPF) of an Air National Guard (ANG) flying wing. This comprehensive description covers five programs/specialties within the Air National Guard Military Personnel Flight. The primary purpose is to administer and accomplish functions of one or more of the following human resources programs: Career Enhancements, Customer Service, Employments, Relocations, and/or Readiness. (1) Serves as advisor to commanders on assigned unit human resources (HR) programs. Interprets policy and provides procedural guidance to commanders, supervisors, and staff members. Provides guidance and assistance on unit program(s). Provides training to supervisors on all military human resources issues. Analyzes data and subsequent determinations regarding any number of human resources matters that may involve or affect AGRs, drill status guardsmen, and/or family members. (2) Provides commanders, supervisors, and the MPF staff with a variety of statistical data reports pertaining to military HR issues to assist in Management decisions. Accomplishes/oversees the accomplishment of technical support work in each of the functional areas within this program area. (3) Monitors monthly reports on performance raters and changes of raters to maintain an accurate record. Provides administrative control, management, development and advisory service for military awards and decorations. (4) Plans, directs, and controls all aspects of the Customer Service Program. Develops procedures and establishes policy for building, updating, auditing, and accountability of and disposition of automated and manual records. Manages the Point Credit Accounting and Reporting System (PCARS) program. (5) Serves as focal point for entire organization concerning Privacy Act matters, military dress and appearance policy and procedures. Maintains and ensures Records of Emergency Data forms are accomplished. (6) Responsible for the development of internal policies and procedures governing administration of Personnel Employment programs to include inbound assignment for officer and airmen personnel; certification of military qualifications and assignment eligibility for AGRs, traditional drill status guardsmen applicants; and in-processing of personnel. (7) Analyzes data and subsequent determinations regarding any number of human resources readiness matters, which may involve or affect AGR's, and traditional drill status guardsmen. ** This is NOT an all-inclusive list of duties. **

Qualifications: AREAS OF CONSIDERATION: Consideration of eligible qualified candidates will be as follows: Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ANG employees assigned to the JFHQ - ANG. Area 2: All permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard. Area 4: All current military members of the Wyoming Air National Guard. Area 6: Current military service members to include the US Air Force, Air Force Reserves, and other states' Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Enlisted 3F051 ASVAB Requirements: Must possess a minimum score of "59" on the Administrative portion of the ASVAB. Medical Profile PULHES must not be greater than 333233. Must be able to lift 40lbs. unassisted. DRIVER'S LICENSE: Must possess a valid state's driver's license.
