The Organization Development (OD) Specialist is responsible for developing and implementing organizational development and learning initiatives that are aligned with the Agency’s strategic priorities and support department and organization needs.Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Designs and executes career development, training, mentoring, change management and other growth programs.
Participates in and facilitates organizational development initiatives including change management, performance management and succession planning.
Create and facilitate initiatives to enhance employee morale, engagement, and satisfaction, including surveys, focus groups, and action planning with department leaders.
Facilitate team-building sessions, conflict resolution, and group development activities to strengthen collaboration and performance across departments.
Support the design, communication, and implementation of performance management processes, tools, and frameworks that drive accountability and results.
Analyze HR and business data to measure the impact of OD initiatives and provide actionable insights to stakeholders for informed decision-making.
Provides analytical support for the design and development of training curricula, learning strategies and standards.
Assesses and monitors the effectiveness of all development and training initiatives against predefined metrics.
Develops and implements programs and initiatives to enhance employee engagement retention and career growth opportunities.
Build trusting relationships with business leaders, employees, and external partners to ensure buy-in and the successful adoption of OD initiatives.
Collaborates on the creation and execution of Agency-wide initiatives and develops project plans to meet changing department and agency needs.
Successful implementation of organizational development initiatives that lead to measurable improvements in employee engagement, productivity, and retention.
Demonstration of positive business impact through change management and process improvement strategies.
Completion of leadership and talent development programs with high participant satisfaction and measurable learning outcomes.
Timely and effective execution of projects aligned with organizational priorities.
Clear and actionable data-driven insights that inform HR and business decisions.
Performs other duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
Bachelor’s degree from an accredited college or university in Human Resources, Industrial Psychology, Organizational Behavior or related field.
Three (3) years’ experience applying organizational development principles in a corporate or public entity to include one (1) year experience conducting training needs assessments and curriculum design.
Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
Proficiency of PC software applications to include Microsoft Office or other related software applications.
Experience with strategy development, cultural transformation and change management initiatives.
Strong problem-solving and analytical skills.
Superior skills in building relationships that result in collaborative partnerships and mutually beneficial results.
Ability to think systemically and understands how to leverage opportunities while also appreciating how organizational issues and challenges impact adoption of new concepts and practices.
Excellent facilitation, coaching, and presentation skills.
Proven ability to analyze complex problems, synthesize information, and provide data-driven recommendations.
Outstanding interpersonal, communication, and relationship-building skills.
Ability to make good decisions based upon a mixture of analysis, wisdom, experience, and judgment.
Ability to pick up on technical things quickly. Can learn new skills and knowledge. Is good at learning new industry, company, product, or technical knowledge. Does well in technical courses and seminars.

Technological proficiency, including HR information systems, data analytics, and MS Office Suite.
Remains current on organization development, employee learning, training, instructional methodologies to ensure the agency is using best practice development methods and programs.
WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
