Job Summary: This is a National Guard Title 32 Excepted Service Position. This position is a Permanent GS-0671-09 HEALTH SYSTEMS SPECIALIST (TITLE 32), Position Description Number D1722000 and is part of the MO 139th Airlift Wing. This is a bargaining position. This position is also advertised on AGR announcement #AF25-094.

Major Duties:

  • Manages Health Services activities, including plans and operations, human resource management, and Medical staffing.
  • Oversees medical facility management.
  • Serves as the senior medical administration advisor for the medical group and is the installations focal point for highly sensitive, privacy act and protected medical issues
  • Provides medical management and advisory services that contribute substantially to the plans, policies, decisions, and objectives of senior management.
  • Directs all Information Management activities within the Medical Group.
  • Formulates and interprets medical policy based on regulatory requirements.
  • Provides policy guidance and interpretation to senior management officials to ensure compliance with medical aspects for the worldwide deployability of Wing/Group personnel, geographically separated units (GSU(s), and tenant units.
  • Develops plans, policies, procedures, goals, and objectives for the overall operation of the Medical Group.
  • Directs Group activities by assuring that medical work and program goals are being met and are consistent with higher headquarters policies and requirements. Evaluates medical program effectiveness.
  • Develops procedures for correcting deficiencies to improve effectiveness.
  • Directs the Medical Group accreditation program and management improvement studies.
  • Determines eligibility, authorizes and coordinates civilian and military medical care for Active Guard Reserve (AGR) personnel and other eligible beneficiaries in accordance with directives and local policies.
  • Reviews medical supply and equipment requirements, makes appropriate recommendations, and requests required procurement and funding authorizations.
  • Interprets regulations and assists in implementation for the installation to ensure compliance with Inspections, and Management Programs.
  • Prepares the medical annual operational budget including current fiscal year, revised estimates, five year projected estimates and medical unit Financial Plan in accordance with Air National Guard (ANG) medical financial guidance.
  • Assigns work of subordinates and provides guidelines on methodology and scope of required performance.
  • Performs other duties as assigned.

Qualifications: MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - MSgt (E-7) GENERAL EXPERIENCE: Must possess a minimum of one year on the job military or civilian working experience and knowledge of the basic principles and practices related to the management of health care delivery systems. GS-09 SPECIALIZED EXPERIENCE: Must possess at least one year of experience, education or training equivalent to the GS-07 grade level or equivalent that provided a thorough knowledge of the mission, organization, programs, and requirements of a health care delivery system to plan, organize, and implement the unit's health programs; ability to analyze problems using qualitative and quantitative analytical techniques; and knowledge of established management principles and techniques to recognize the different functions and motivations of various groups in the health care system, provide technical and administrative advice to management officials, and the ability and skill to prepare and deliver briefings to managers and supervisors in order to resolve problems and coordinate medial programs.
