Yayasan Inisiatif Perubahan Akses menuju Sehat (IPAS) Indonesia, is a local foundation and is part of Ipas global networks. IPAS Indonesia envisioned enhanced enjoyment of sexual and reproductive health and rights through improved access and quality of comprehensive care in Indonesia.
Position Purpose
The HSS Specialist works with other staffs in the Health System Strengthening unit to establish comprehensive and women center post-abortion care, health care for survivors of sexual/gender-based violence, contraceptive care for women and girls and resilient primary health care in the pilot health facilities in Eastern Region of Indonesia. This role includes providing technical assistance (TA)’s to national ministries, professional associations, and other key stakeholders on women-centered care.
Under the guidance of Health System Strengthening Advisor/Team Leader, this position is responsible for planning intervention model based on thorough assessment. S/he in close coordination with other team member support works at national level to advocate & promote evidence-informed program and policy development related to women’s reproductive health and rights. S/he supports the implementation of clinical and non-clinical trainings, monitor the progress, and draw lesson learned from piloting in health facilities in close collaboration with other HSS Specialist and under direction of HSS Advisor.
This position report to the Health System Strengthening Advisor/Team Leader, and s/he will need to coordinate with other units and relevant staff in Yayasan Ipas Indonesia to execute high quality program implementation.
Summary of Responsibilities
Planning
- Under direction of Health System Strengthening Advisor/Team Leader, develop piloting design of post-abortion care, comprehensive reproductive health service for women and girls survivors of sexual/gender-based violence, contraceptive care and climate-resilience primary health care in health facilities based on thorough assessment and consultation with potential partners. S/He will be responsible for Yayasan IPAS Indonesia’s program in the Eastern Region of Indonesia
- Designs, Plans, organizes, implements, evaluates, and documents clinical trainings and workshops on high-quality care related to post-abortion care, comprehensive health care for survivors of sexual/gender based violence, contraceptive care and climate resilience primary health care, in projects
- Provide technical assistance in relevant assessments (baseline/community assessment) and/studies related to health system and health care
- Contribute to the national level policy/program advocacy in health system and to the development of organization program design and when deemed necessary to the establishment of Yayasan Ipas' organization strategy
Project Management
- Support the implementation and monitoring of HSS focused projects in Eastern Region of Indonesia
- Provide technical assistant to the pilot health facilities, health authority at all level, and medical professional association related to comprehensive SRH service for women and girls
- Strengthen partnership between the comprehensive SRH service for women and girls in health facilities with other relevant services as required by the beneficiaries (women and girls)
- Collaborate with other unit to ensure HSS strategy is in line with other units' and the organization strategy and program design
- Supporting Project coordinators and HSS Field Officers with technical advice and supervision in performing their responsibilities in program implementation
- Ensures supportive supervision and program mentoring to program sites and providers in accordance with organizational guidelines and standard operating procedures
M&E
- Work with Monitoring, Evaluation, Accountability and Learning (MEAL) unit to ensure that data on training activities, supports provided to facilities and providers, and women served are collected, analyzed and findings are shared
- Monitor the progress of HSS detailed implementation plan which include conducting monitoring mission, spot check, review the performance of external consultant, and suggesting corrective action when deemed necessary
- Coordinate within HSS unit and collaborate with other unit in documenting and drawing lesson learned from piloting comprehensive SRH service for women and girls in health facilities
- Document program activities and other relevant documents and products in the designated portal (for instance in Luna and Terra)
Finance:
- Support HSS Advisor, and in close collaboration with other HSS Team members, develop detailed budget plan for HSS activities. This includes ensuring budget plan at central, provincial and district implementation comply with Yayasan IPAS Indonesia's regulation
HR & Administration
- Understand and comply with the HR regulation in Yayasan IPAS Indonesia
- Supervise HSS Officers and collaborate with other teams in Yayasan IPAS Indonesia
- Ensure all activities comply with the regulation in Yayasan IPAS Indonesia
Ethics
- Understand and practice ethical process and behavior as per the organization's standard
- Contribute to safe working environment where every team member is treated equally and respectfully
- Ensure external consultant understand and practice ethical process and behavior while in partnership and implement program with Yayasan Ipas Indonesia
Other
- Perform other related duties as required
Internal & External Customers / Suppliers as well as Third Parties
- Work with the HSS Advisor and other managers on planning, quality implementation, monitoring, evaluation, and reporting
- Collaborate with unit advisors, managers, project coordinators and officers on planning of HSS work on SRHR and women's health
- Ensuring all projects activities and its external partners comply with Ipas Indonesia's branding strategy and design
- Collaborate with TEX service node within Ipas Impact network when deemed necessary
- Maintain mutual relationship with government partners, particularly MoH, health professional associations, and non-government actors in post-abortion care, comprehensive health care for survivors of sexual/gender-based violence, contraceptive care issues through representation of Ipas’s mission to uphold women’s and girls’ rights to quality SRH
- When deemed necessary, represents the organization at various national and international meetings to ensure incorporation of Ipas objectives into the agenda for discussion
Position Requirements
- Masters in relevant field (reproductive health or public health) and has clinical or health professional background, with more than 7 years of working experience relevant field
- Experience in the public health sector will be an advantage
- Proven experience in managing team
- Experience working in a non-profit organization.
- Demonstrated experience in working with health facilities, professionals, and the professional association.
- Deep knowledge of Health System and Reproductive Health issues with orientation towards improving the space for health
- Ability to influence, strengthen and nurture network of medical professionals related to Reproductive Health
- Fluent in Indonesian and English (speaking and writing)
- Extensive knowledge of Microsoft Office suite
- Ability to travel when needed.
