Job purpose
The Head of People Risk, Oversight and Governance is a senior leadership position responsible for ensuring that all people-related activities across the organization, including Financial Crime, are conducted in a legally and ethically sound manner, in line with regulatory requirements, company policy, and industry best practices. This role is vital for maintaining the company's integrity, managing operational and reputational risks associated with its workforce, and fostering a strong, positive risk and compliance culture.
Key responsibilities
Risk management
Risk framework: Own and develop a robust people-focused risk management framework that identifies, assesses, and mitigates strategic, operational, and non-financial people risks.
Risk assessment and reporting: Lead regular risk and control self-assessments (RCSAs) related to HR functions. Maintain risk registers and provide timely management information to relevant risk committees.
Regulatory developments: Conduct horizon scanning to proactively identify emerging regulatory changes (e.g., in financial regulation or employment law) and assess their potential impact on the people agenda.
Act as the primary liaison with Risk and Compliance teams on all risk and compliance related activity
Regulatory oversight
Regulatory oversight: Serve as the subject matter expert on HR compliance. Ensure appropriate governance is in place so that all HR policies and processes comply with relevant employment laws, financial regulations, and other statutory requirements.
Policy management: Oversee the design, review, and implementation of all regulatory related people policies, such as conduct, whistleblowing, anti-money laundering (AML), and health and safety policies.
Monitoring and reporting: Develop and manage a compliance monitoring program for people-related activities. Report compliance metrics, monitoring outputs, and policy updates to senior management and the Board.
Governance and controls
Governance framework: Develop and embed a governance framework for the HR function. Document and maintain HR processes and controls across the employee lifecycle, from recruitment and onboarding to separation.
Third-party risk management: Oversee the governance and risk assessment for all HR third-party suppliers, working with procurement and other relevant teams.
Reporting: Ensure clear and comprehensive reporting to executive leadership and the Board on people governance, risk, and compliance matters.
Internal audits: Act as the primary liaison with internal and external audit teams on people-related controls and findings.
Data privacy and security
Data privacy: Serve as the custodian for all employee data, ensuring the function maintains appropriate controls and adherence to regulations like the General Data Protection Regulation (GDPR).
Data subject access requests: Manage and oversee the process for handling data subject access requests from employees and candidates.
Skills and experience
Leadership: Proven experience leading governance, risk, and compliance functions, preferably in a People function in financial or other regulated services environment.
Regulatory expertise: Strong technical knowledge of financial services regulations, and HR compliance requirements in relevant jurisdictions.
Risk mindset: Deep understanding of risk management principles, risk identification, and mitigation strategies.
Communication: Exceptional communication skills, with the ability to influence and advise senior stakeholders and the Board.
Attention to detail: A methodical, detail-oriented approach combined with the ability to manage a high volume of tasks and deadlines.
Team management: Experience leading and developing a high-performing team.
Desirable qualifications
Professional qualifications relevant to risk and compliance, such as IRM or ICA qualifications.
Experience in managing organizational change and embedding new ways of working.
