In this role, you’ll help ensure that Public Health’s grants and contracts are processed accurately and in compliance with all applicable regulations. You’ll support both internal and external teams with proposal development, provide guidance during the grant application process, and serve as a key point of contact for agreements requiring Board of Supervisors’ approval. We Require

  • Bachelor's degree in business administration, public administration, public health, social sciences, or a related field

  • A combination of related post-secondary education and/or job-related experience may substitute for the minimum qualifications

Other Requirements

  • Within one month of hire, all employees will be required to provide evidence of immunity or receive immunizations for vaccine-preventable illnesses for any position within the Maricopa County Department of Public Health; required immunizations include MMR (measles, mumps, rubella), Tdap (whooping cough and diphtheria), Varicella (chickenpox), and annual Influenza; some positions require a Hepatitis B vaccine and/or a Tuberculosis test.

  • Must possess or can obtain a valid Arizona driver’s license by the time of hire

We Also Value

  • One year of experience in administrative tasks such as writing, negotiating, developing proposals, project managing, and overseeing other administrative functions that may be determined appropriate for the position

  • Experience working with the following Maricopa County systems: Board of Supervisors’ Agenda Management System (Hyland), Advantage Financial System, OnBase, and Business Objects

  • Experience uploading/reporting in grants.gov, sam.gov, fsrs.gov, NACCHO, HRSA EHB, ELCCamp, GrantSolutions

  • Master’s degree in business administration, public administration, public health, social sciences, or a related field

Job Contributions

  • Ensure all grants, grant-related contracts, and other grant-related agreements within the Public Health Department are processed correctly and in a timely manner according to established procedures

  • Ensure all aforementioned documents are processed in compliance with applicable rules and regulations (e.g., federal regulations, OMB circulars, state statutes, County policies, and the Maricopa County Procurement Code)

  • Develop and maintain grant and contract documentation, including preparing required forms and performing financial system transactions for agreement establishment, renewal, and close-out

  • Participate in grant-related contract negotiations and communicate with internal and external stakeholders

  • Meet monthly with assigned Public Health programs

  • Collaborate with internal program staff, other County departments, and external partners to draft and review documents submitted to the Hyland System for Board of Supervisors approval. These may include IGAs, MOUs, PAs, BAAs, AAs, IDAs, and NOAs

  • Provide technical assistance and training to internal and external teams regarding the grant application process and proposal development

  • Research and share potential funding opportunities with program staff and leadership

  • Work with the department’s Finance Office to confirm all program expenditures are accurate, allowable, and within budget

  • Prepare and submit grant-related forms as required by funding agencies

  • Support audit preparation and respond to information requests from internal and external auditors

  • Present project status or documentation to Administrators up to 5–6 levels above this position on a regular basis

  • Manage grants through all phases of the grant life cycle, collaborating with multiple stakeholders to ensure successful execution and compliance

Working Conditions

  • This position primarily works in an office setting

  • Telework option will be available after the first 90 days of employment

  • Must be able to participate in emergency response training as scheduled and be available to respond as directed in the event of a public health emergency
