This position is open for recruitment and fully funded following the 2025 Special Legislative Session.

The role: 

We are recruiting for a financial analyst to join our team in Salem! In this collaborative role, you’ll provide analysis and support to division and branch offices in areas such as accounting, budgeting, internal controls and financial reporting. You’ll evaluate operational expenses, interpret policies, and prepare and submit journal entries in our accounting system. Apply today!

A day in the life:

  • Set up expenditure accounts and subjobs in our accounting system.

  • Ensure unit tables and funding sources are accurate.

  • Research expenditure charge issues and assist with journal entries.

  • Identify the appropriate coding for transactions, labor and activity reporting.

  • Assist in monitoring position management and tracking of permanent financing.

  • Create financial reports and spreadsheets and help staff use and interpret reports and financial inquiry data tools.

  • Review accounting systems and ensure effective internal controls.

  • Work regularly with accounting, budgeting and program management staff to identify and address financial and policy needs.

  • Proactively reach out to staff and managers to help with financial and accounting issues or questions.

  • Work in an office environment with hybrid work options available once trial service is complete.

  • Occasional overtime may be required and may travel to attend meetings

Minimum qualifications:

Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system;
OR

Five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.
OR

Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.

Note: A bachelor's degree in business, public or non-profit management, finance, accounting or a related degree (such as public policy, political science, public administration, economics or other analytical or technical degree) may substitute for three years of the required experience. A graduate-level degree in any of the above areas may substitute for four of the five years.

  • Experience evaluating and resolving fiscal issues, conducting research and recommending improvements.

  • Knowledge of state accounting and payroll systems, preferably ODOT’s systems such as Transportation Environment Accounting and Management System (TEAMS), TAMS (Kronos) and Workday.

  • Experience using database reporting tools such as Hyperion or similar database reporting tool, PowerPivot, Brio, Microsoft Access and Microsoft 365 platforms.

  • Demonstrated experience analyzing financial data, identifying discrepancies and implementing corrective actions.

  • Experience interpreting and applying financial policies, procedures and internal controls in a professional setting.

  • Proven record of collaborating effectively on cross-functional teams to achieve organizational goals.

  • Documented ability to manage multiple priorities, meet tight deadlines and maintain accuracy in a fast-paced environment.
