Pratt & Whitney Military Engines’ Business Acquisition Center of Excellence (BACE) organization is seeking an experienced Proposal Estimating Supervisor to lead the estimating group while managing all Request for Proposal (RFP) activity for the F135 and OME programs. The Proposal Estimating Supervisor will direct a team of proposal estimators to development timely, accurate proposal cost and price estimates. This individual will lead group activities to ensure proposal estimates required for F135 and OME proposal development, fact finding, negotiations, and sweep process meet customer requirements and are compliant with the Federal Acquisition Regulations (FAR). This individual will also be identified as a key member of the Business Acquisition Team (BAT) responsible to ensure estimates are aligned with strategic program direction and follow BACE standard work and L3 procedure to include adherence to the Military Engines gated review process.

What You Will Do:

  • Lead a team of estimators in the development and creation of FAR compliant proposal estimates.
  • Validate estimation methodology for accuracy, quality, compliance, and alignment to proposal strategy
  • Partner with Proposal Managers (PMs), Program Management Office (PMO), Pricing, and other key stakeholders.
  • Manage direct reports to align with organizational expectations and coach for professional development.
  • Manage moderate sized projects and process development.
  • Support proposal negotiation activities.
  • Serve as a subject matter expert on digital estimation tools and the Business Acquisition Process (BAP).
  • Continuously improve upon organizational procedures and standard work.
  • Demonstrate ability to consistently meet deadlines in a schedule-driven environment.

Qualifications You Must Have:                                                                                    

  • Bachelor's degree with 8+ years of experience in logistics support or program/project/proposal execution; or an advanced degree with 5+ years of related experience. Must be proficient in Microsoft Excel, Teams, SharePoint and SAP.

  • A degree in engineering, logistics, finance, or business management is preferred.
  • Expertise in Estimation tools, leading a team focused on estimation activities.
  • Strong project management and collaboration skills with the ability to lead effectively.

  • Ability to work well in teams, with peers and management; effective interpersonal skills.
  • Excellent oral and written communication skills.

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
