Job Summary: The incumbent(s) serves as an EEO Counselor providing information on the Federal EEO complaint process to employees, applicants, managers, and serviced activities of ORM. Advises the aggrieved person about the EEO complaints process following the Equal Employment Opportunity Commission's (EEOC) enforced statues and laws prohibiting discrimination in employment.
Major Duties:
Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS 11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify at the GS-7 grade level you must possess: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: (1) Maintaining EEO files and databases on a routine and timely basis; (2) Transcribing EEO claims or similar information in an automated tracking system; and (3) Drafting routine EEO correspondence to ensure case files are properly organized, recorded timely and secured. OR Education: Bachelor's degree with superior academic achievement, or one full year of graduate education in a related field. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR Combination of Specialized Experience and Education: Applicants may combine education and experience to qualify at this level. You must have a combination of specialized experience and 4-years of post high-school education leading to a bachelor's degree that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. To qualify at the GS-9 grade level you must possess: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: : (1) Conducting interviews with personnel regarding allegations of EEO infractions; (2) Preparing clear and concise written correspondence of EEO counselor reports; and (3) Utilizing internal software systems to create EEO inquires or EEO cases. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or a LL.B. or J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR Combination of Specialized Experience and Education: Applicants may combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate level education. NOTE: Transcripts must be submitted with application. To qualify at the GS-11 grade level you must possess: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience include: (1) Conducting in-depth interviews with personnel to gather and analyze information related to allegations of discrimination, ensuring accuracy, confidentiality, and adherence to EEOC guidelines; (2) Advising management and aggrieved parties on rights, responsibilities, and complaint processing procedures under EEOC laws and agency policies; and (3) Providing technical advice to office personnel regarding EEO complaint processes. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination of Specialized Experience and Education: Applicants may combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
