A state workforce agency is undertaking a technical modernization of its Unemployment Insurance Employer Portal. As Scrum Master, you will lead agile delivery using a Kanban-based approach, supporting a cross-functional development team tasked with converting legacy frontend technology to .NET 10 (Blazor or MVC). You will facilitate flow-based planning, manage work-in-progress limits, and ensure alignment with the client’s iterative development practices, security priorities, and documentation standards—without relying on the full Scrum ceremony schedule.Key Responsibilities:
Guide the team in applying Kanban principles to manage workflow and optimize delivery.
Facilitate visual management of tasks, WIP limits, and continuous flow.
Maintain and update project plans, Kanban boards, and deliverable tracking reports.
Coordinate with client stakeholders to ensure timely reporting, risk mitigation, and milestone delivery.
Support the team in removing blockers and improving throughput.
Ensure all deliverables meet the client’s acceptance criteria and are documented appropriately.
Oversee reporting requirements including status reports, test result summaries, and executive-level updates.
Pay Rate: This is a contract position contingent upon project needs, with a compensation range of $100-105 per hour. Please note that this role is not eligible for Nelnet’s benefits package.

Required Skills and Experience:
5+ years of experience as a Scrum Master or Agile Project Manager in enterprise software development.
Proven experience managing agile delivery using Kanban frameworks.
Familiarity with .NET development environments and modernization projects.
Proficiency in project management tools such as Jira, GitHub Enterprise, and Microsoft 365.
Strong understanding of secure development practices and accessibility standards.
Experience with DevOps pipelines and CI/CD processes.
Excellent communication and stakeholder management skills.
Desired Competencies:
Deep understanding of Kanban metrics (e.g., cycle time, throughput) and flow optimization.
Ability to foster a culture of continuous improvement and feedback.
Strong analytical skills to assess risks, dependencies, and resource allocation.
Experience in government or public sector IT projects is a plus.
Thought leadership in agile governance, reporting, and delivery optimization.
