A state workforce agency is modernizing its Unemployment Insurance Employer Portal. As a Mid-Level .NET Developer, you will support the modernization of the portal’s frontend from legacy .NET Framework 4.8 (ASP.NET Web Forms in VB.NET) to .NET 10 using Blazor or MVC. You’ll collaborate with senior developers other team members to deliver secure, accessible, and scalable web applications that integrate with both legacy systems and modern infrastructure.At this time, we are unable to move forward with candidates that reside in these states: Alabama, California, Connecticut, Hawaii, Illinois, Maine, Massachusetts, Michigan, New Jersey, New York, Oregon, Rhode Island, Vermont, Washington.

Key Responsibilities:
Develop frontend components using .NET 10 (Blazor or MVC), C# and JavaScript.
Assist in converting legacy VB.NET Web Forms to modern C# architecture.
Integrate frontend with WCF services and a state identity management system for authentication.
Participate in iterative development cycles with regular demos and feedback.
Contribute to unit, integration, and end-to-end testing.
Maintain technical documentation and follow secure coding practices.
Collaborate with cross-functional teams including project managers, QA, and state IT staff.
Pay Rate: This is a contract position contingent upon project needs, with a compensation range of $106-$111 per hour. Please note that this role is not eligible for Nelnet’s benefits package.
Required Skills and Experience:
2–4 years of experience in .NET development, including recent work with .NET 6/7/8/10.
Proficiency in C#, ASP.NET MVC and/or Blazor.
Familiarity with legacy system modernization and VB.NET Web Forms.
Experience with JavaScript and HTML/CSS.
Exposure to WCF services and GitHub Enterprise.
Understanding of accessibility standards (Section 508, WCAG 2.1 AA).
Basic knowledge of DevOps pipelines and CI/CD practices.
Desired Competencies:
Experience with SQL/Entity Framework.
Familiarity with Atlassian Jira.
Ability to follow enterprise software development best practices.
Strong attention to detail and documentation.
Willingness to learn and adapt to evolving technologies.
Effective communication and teamwork skills.
Familiarity with state government or similar large-scale public sector systems is a plus.
