Overview:

ICF is seeking a motivated and experienced Environmental Risk Assessor to support an EPA contract, the Environmental Services Assistance Team (ESAT), in Denver, CO (and potentially across the country). The ESAT team performs soil, water, air, waste, and biota sampling and analysis for chemical contaminants, primarily supporting Superfund site assessment, remediation, and emergency response projects but also for compliance under the Safe Drinking Water Act and the Clean Water Act.

The Environmental Risk Assessor will lead and support human health and ecological risk assessments at EPA Superfund sites. The ideal candidate will have at least 5 years of hands-on experience in risk assessment methodologies, regulatory compliance, and stakeholder engagement within the context of contaminated site remediation.

Job Description:

  • Lead preparation and review of human health (HHRA) and ecological risk assessments (ERA) under the EPA Superfund program (CERCLA) and other regulatory frameworks in accordance with EPA guidance and protocols.
  • Design and oversee exposure assessments, toxicity evaluations, and risk characterization for complex contaminated sites.
  • Develop and evaluate Conceptual Site Models (CSMs) integrating fate and transport, exposure pathways, and receptor identification.
  • Conduct and manage screening-level and baseline risk assessments following EPA guidance (e.g., Risk Assessment Guidance for Superfund [RAGS], Ecological Risk Assessment Guidance for Superfund [ERAGS]).
  • Perform quantitative risk calculations using EPA-approved tools and models (e.g., PRG Calculator, RAGS, EcoSSL).
  • Collaborate with multidisciplinary remedial investigation (RI/FS) teams, toxicologists, hydrogeologists, chemists, engineers, and biologists to support risk-based decision-making.
  • Prepare technical reports, risk characterization summaries, and decision documents in accordance with EPA regional expectations.
  • Interface with EPA project managers, state regulators, and community stakeholders.
  • Support remedial investigations, feasibility studies, and risk communication efforts.
  • Ensure compliance with CERCLA, RCRA, and other applicable environmental regulations.

Basic Qualifications:

  • Bachelor’s or Master’s degree in Environmental Science, Toxicology, Biology, Ecology, Public Health, or related field.
  • Minimum of 5 years of experience conducting HHRA and ERA at complex EPA Superfund sites (e.g., mining, sediment, groundwater plumes, or industrial facilities).
  • Strong knowledge of EPA risk assessment guidance and tools, including RAGS, ERA process, and regional risk frameworks.
  • Excellent technical writing and communication skills.
  • Experience with GIS, statistical analysis, and environmental modeling is a plus.
  • Excellent verbal and written communication skills with an ability to accurately and effectively express results of analyses to technical and non-technical audiences, sometimes in stressful and contentious settings.
  • Team player with demonstrated task and project management skills, including the ability to work in a fast-paced environment.
  • US citizenship is required per federal contract requirements.
  • Must be able to pass an EPA background check to obtain access to US federal property.

Preferred Certifications:

  • OSHA 40-Hour HAZWOPER certification.
  • Risk assessment certifications (e.g., DABT, REM)

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$73,403.00 - $124,784.00
