Job Summary: You will serve as the Department Chief Engineer (CHENG) in the Modernization and Installation Department of NAVAL SURFACE WARFARE CENTER. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Major Duties:

  • You will serve as Department Chief Engineer and lead of the Modernization and Installation competency within the Department.
  • You will serve as the primary technical authority for the Department and Person of Contact for high visibility and critical technical issues.
  • You will be responsible for the application of system engineering principles to core Department engineering and supportability processes.
  • You will serve as the senior mentor for engineering personnel and as the principal technical authority to other NAVSEA/Naval Surface Warfare Center agencies, and represent the Department on Program Executive Office technical panels.
  • You will serve as the Department senior engineer in the development of new enhancements to integrated Combat/Weapon/Sensor systems including hardware and software.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Engineer identifying and analyzing problems; weighing relevance and accuracy of information; seeking/generating and evaluating alternative perspectives/solutions; and making timely and effective recommendations based on implications of findings or conclusions. Application of systems engineering design and development methodologies, paradigms, tools, and metrics over the lifecycle to optimize value. Knowledge of the principles, methods, and tools used for risk assessment and mitigation, including assessment of failures and their consequences.
