What’s the role
This role supports Shell Trinidad & Tobago in maintaining the Emergency, Spill Preparedness, and Response Management Framework. It ensures compliance with Emergency Response (ER) specifications across the asset and provides assurance of the effectiveness of Asset/Site-Specific ER Plans along with interfaces with Emergency Response requirements across the functions for example Wells, Projects etc. The role includes administrative support within the emergency response system and day-to-day coordination of ER resources and Incident Management Team (IMT) support staff.
What you’ll be doing
Develop and update emergency response management processes and maintain ER Plans and Procedures
Ensure ER Plans are reviewed every three years and checked annually for adequacy and effectiveness; support six-year comprehensive reviews and post-incident evaluations
Verify ER Plans and Procedures are compliant with relevant Emergency, Spill Preparedness, and Response Management Manuals
Provide guidance on escalation procedures, including command transfer, crisis notification criteria, and transition to normal operations
Support oil/chemical spill preparedness and response planning per relevant guidelines
Administer and maintain the Incident Command Centre; develop weekly ICS rosters and coordinate functional support for IMT activation
Design and conduct tabletop and mobilization drills and exercises involving key stakeholders (e.g., regulatory agencies, contractors, mutual aid groups)
Support integrated ER reviews across the asset, including Aviation, Marine, Medical, and other support functions
Facilitate After-Action Reviews of incidents, drills, and exercises to identify gaps and drive continuous improvement
Assure competence of personnel in ER-critical roles and ensure availability of technical support and resources
Develop ICS-trained personnel to maintain high levels of preparedness
Ensure effective ER capability for all training, exercises, and operational emergencies (e.g., oil spills, fires, blowouts, medical/security incidents, natural disasters)
Serve in key ICS roles supporting Shell T&T’s IMT for emergency preparedness and response
Develop contingency plans, training, drills, and assessments to ensure readiness and compliance
Lead and coach Incident Command Team members and facility-based ER Coordinators; manage logistics, IT, sourcing, and technical support for ICS courses and exercises
Maintain and update Shell T&T ER documents/plans
Engage with Shell Americas Emergency Management
Conduct audits and track action item close-out
Drive KPI reporting for ER, focusing on drill quality and effectiveness
Promote best practices and shared learning in ER
Represent Shell’s position on ER and spill response with regulators, agencies, and industry groups
Coordinate proactive communications on ER guidelines and requirements
Foster effective communication and collaboration across all Shell business functions and contract workforce regarding ER activities
What you bring
Must have legal authorization to work in Trinidad & Tobago on a full-time basis for anyone other than current employer
Bachelor’s Degree in Technical, Science, HSSE, Engineering, or related field
Minimum 7 years of experience in emergency management or response
Deep knowledge of ICS (ICS 100, 200, 300)
Experience in leading Tier 1/Tier 2 incidents and ICS roles preferred
Experience in hydrocarbon facility operations and offshore emergency response preferred
MEM certification is an asset
Ability to work across organizational levels and with external stakeholders
Familiarity with HSSE Cases and MERP, and their interface with ER plans
Technical expertise to advise on ER equipment and strategy selection
Strong interpersonal and communication skills
Proactive mindset with a focus on continuous improvement in ER strategies and capabilities
Availability to respond to significant incidents during off-hours and participate in site debriefs
Ability to interpret legislation and regulatory guidance for asset-specific conditions
Learner mindset with enterprise-first thinking and integration focus
Strong technical writing and document management skills
Strategic thinking and pragmatic problem-solving abilities
Excellent verbal and written communication skills, with the ability to influence a wide range of stakeholders including contractors, senior management, and regulators
