Job Summary: The ideal candidate will demonstrate knowledge, skills, and experience with the administration of FEMA's Public Assistance Grant Program and the ability to work with FEMA, State, Local, Tribal, and/or Territorial entities. Further, the ideal candidate would demonstrate they have knowledge, skills, and experience with program management, program analysis, and communication.

Major Duties:

  • What will I do in this position if hired? In this Emergency Management Specialist (Recovery) position, you will assist in administering financial assistance via the Public Assistance Grant Program. Assignments in the Recipient Coordination Unit may include: Assisting in the day-to-day administration of the Public Assistance Grant Program. For example: Hosting meetings and conference calls with states, commonwealths, tribes, territories, and local communities; Ensuring Recipient and Sub-Recipient compliance with regulatory requirements through regular submission of information/documentation; Reviewing, sampling, and performing quality checks for information and documentation accuracy; and Assisting Recipients and Sub-Recipients with trainings and the understanding of Public Assistance Grant Program laws, regulations, and policies. Developing scopes of work and cost estimates for emergency work and permanent work projects, as well as -preparing and collecting the documentation needed to determine the eligibility and approval of funds under the Public Assistance Grant Program. Assisting in the programmatic and financial close-out of Public Assistance Grant Programs. Performing joint federal/state Preliminary Damage Assessments, to include conducting damage site visits, hosting meetings and conference calls with potential Public Assistance Recipients and Sub-Recipients, quantification of event impacts and damages, and the collection of costs information/documentation for recovery from the event. Assignments in the Policy Coordination Unit may include: Conduct research and analysis required to provide written response to Public Assistance Grant Program determinations, appeals, and other state/tribal/local government/certain private non-profit grant management requests. Develop reports, guidance, program evaluations and tailored communications, as well as written responses to determinations, appeals, and other state/tribal/local government/certain private non-profit grant management requests in accordance with applicable Public Assistance regulations, policy, and guidance. Conduct analysis of programs and staff proposals to assure the proper implementation of policy, recommending alternatives or modifications as necessary, applying formatting standards to create consistent professional reports, assessments, and other written action items. Collect and analyze information to develop guidance for implementing agency standard. Assignments in the Reports and Processing Unit may include: Monitoring programmatic and regulatory deadlines, assisting with financial closeout, and developing required reports for Public Assistance program management Facilitating updates and accuracy of branch trackers for all active items and outstanding actions Managing official determinations and correspondence, maintaining information and reports for use by Public Assistance staff and Recovery leadership Processing Public Assistance actions and final determinations (obligations, de-obligations project amendments, extensions, project and applicant closeout, etc.) in PA systems (Grants Manager and EMMIE) Assisting with data-centered management reports that detail the status and progress of ongoing Public Assistance programs Preparing ad-hoc briefings and reports as needed, as well as leading special projects and initiatives What else do I need to know? At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

Qualifications: All qualifications and eligibility requirements must be met by the closing date of the announcement. To qualify for this Emergency Management Specialist (Recovery) position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the IC-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Assisting in the administration of grants, emergency management activities, or program initiatives; and, Administering program functions impacting emergency management activities; and, Communicating verbally and in writing to internal and external stakeholders. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR Combination of education and experience. To qualify for this Emergency Management Specialist (Recovery) position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the IC-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Applying and interpreting laws, regulations, and policies related to disaster grant management operations; and, Administering program functions impacting the delivery of disaster assistance programs; and, Collaborating with a variety of stakeholder in the delivery of Public Assistance Grant Programs or similar Grant programs.
