Job Summary: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Major Duties:

  • Install, repair, overhaul, and perform service and maintenance on a variety of commercial and industrial heating and air conditioning systems.
  • Apply an understanding of electrical control theory as it relates to HVAC systems.
  • Operate Energy Management Control Systems (EMCS), laptop computers, interface devices and handheld microprocessors to monitor program trend data and analyze problems.
  • Modify and repair variable frequency drive motors, air quality sensors, economizer control systems, pneumatic functions modules, network controllers, variable air volume controls, dampers, valve actuators, and digital input controllers.
  • Read blueprints, schematics, engineering drawings, manufacturer's and engineering design's specifications, and program architecture.
  • Work with Direct Digital Controls (DDC), Variable Air Volume (VAV), and many operating systems in order to perform service and maintenance to the equipment.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Electronic Industrial Controls Mechanic (Heating Ventilation and Air Conditioning) ~ without more than normal supervision. Troubleshoot, install, repair and maintain commercial or industrial heating, ventilation and air conditioning (HVAC) control systems or energy monitoring and control systems. Apply a comprehensive principle of electrical control theory. Repair, maintain and service a variety of complete electrical and electronic systems with mechanical, hydraulic and/or pneumatic subsystems and equipment and electronic controls. Interpret electronic, electrical, and mechanical drawings, specifications, and schematics of complete control systems. Independently perform specific procedures and techniques to repair and replace a variety of system parts and components to include circuit cards/boards, transmitters, receivers, hard wiring, controls and connectors. Operate laptop computers, interface devices, and handheld microprocessors, needed to monitor programs trend data, modify, schedule, reset, and analyze problems for variable frequency drive motors and air quality sensors. Read and interpret schematics, engineering drawings, manufacturer's and engineering design's specifications, program architecture, and properly utilize test field equipment. - Failure to meet this Screen out Element will result in an ineligible rating. This position has been designated as a primary/rigorous and is eligible for Law Enforcement (LEO) retirement coverage under the provisions of title 5 USC 8336(c) and 8412(d) by DoD memorandum dated 9 Jan 2015. The maximum entry age for positions covered under this retirement is 37 years old. Retirement from this position is mandatory at age 57 with 20 years of LEO service. The maximum entry age may be waived under certain circumstances. Individuals who are past the maximum entry age limit, but previously served in a primary position, MAY be reinstated. The work requires frequent, direct contact in the detention of inmates convicted of offenses against the punitive articles of the Uniform Code of Military Justice. Regularly-assigned contacts with inmates expose the incumbent to daily stress and the threat of potentially dangerous situations such as verbal and/or physical attack by the inmate population. Physical Effort: Installations and repairs are made from ladders, scaffolding, and platforms. Some parts of systems needing repair are in hard to reach places. Frequent standing,stooping, bending, kneeling, stretching, climbing, and working in uncomfortable positions is required. Frequently lifts carries, and sets up tools equipment, and partsthat weigh up to 50 pounds. Occasionally lifts and carries items weighing more. Working Conditions: Work is performed inside and outside from ladders, scaffolding, and platforms. May be required to work in inclement weather and noisy areas. Subject to electricalshocks, burns, gas, smoke, ashes, scalds, dust, sudden temperature changes, cuts, respiratory ailments, refrigerant gases, dirt, grease, bad smelling fumes,uncomfortable heat conditions, strains, scrapes, bruises, infections, and broken bones. The employee's reporting place of duty is in the Army Corrections Command Complex but outside of the facility walls. Employee spends 70% of their work day withinthe United States Disciplinary Barracks and Trustee Unit performing the duties above. Inmate contact exposes the incumbent to daily stress and the threat of potentiallydangerous situations such as physical attack or riots by the inmate population.
