LA28 is the independent, non-profit, privately funded organizing committee for the Los Angeles 2028 Olympic and Paralympic Games. The 2028 Games mark the return of the Summer Games to the U.S. for the first time in 32 years and Los Angeles’ third time hosting an Olympic Games and first time welcoming the Paralympic Games. Director, Satellite Villages:

The Director of Satellite Villages will be responsible for the planning, and operational delivery of all decentralized Village accommodation sites outside the main Olympic and Paralympic Villages Reporting to the Head of Village Management. This includes three Satellite Villages, Grooms and Veterinary accommodations, and designated Football Hotels. The role oversees a team dedicated to managing these sites and ensuring consistent service standards across all locations. 

Given the decentralized nature of these operations, this position presents a unique logistical and operational challenge, requiring strong leadership, coordination, and adaptability.  

This position is critical to the successful development and execution of Village operations and contributes directly to the National Delegations, athlete and stakeholder experience across Village accommodation sites. 

Key Responsibilities:

  • Lead the planning and operational delivery of Satellite Villages, Grooms and Vet accommodations, and Football Hotels, ensuring alignment with Games-wide standards and timelines.  
  • Create and develop service levels and stakeholder journey frameworks in close collaboration with stakeholder representatives, ensuring that all services are tailored to the needs and expectations of athletes, delegations, and partners. 
  • Manage decentralized teams across multiple locations, providing leadership, guidance, and oversight to ensure consistent execution and service quality.  
  • Develop operational plans, staffing models, and service guidelines tailored to each accommodation site’s unique needs and stakeholders expectations.  
  • Ensure consistency in service delivery across all Village accommodation sites, working in close collaboration with other Village units.  
  • Coordinate with Venue Owners to align operational plans and service levels 
  • Review and develop Venue Use Agreements.  
  • Enhance collaboration with local authorities and entities to support site-specific operations and compliance.  
  • Collaborate with cross-functional areas including but not limited to National Committees Services, Accreditation, Transport, Arrivals & Departures, Logistics, Cleaning & Waste, Event Services, Press Operations, Security, and Food & Beverage to ensure integrated planning and delivery.  
  • Lead the unit’s budget and procurement processes in close coordination with relevant departments, ensuring financial accountability, timely contracting, and alignment with operational requirements. 
  • Support readiness activities including site walkthroughs, simulations, and operational testing across all accommodation sites.  
  • Contribute to the development of contingency plans and escalation protocols for decentralized operations.  
  • Monitor performance and service delivery across sites, implementing improvements based on feedback and operational data.  
  • Provide regular updates, reports, and briefings to senior leadership and stakeholders on the status of planning and delivery.  
  • Support the transition to Village Closing, ensuring smooth wrap-up and handover of operations.  
  • Assist in knowledge management efforts by documenting processes, learnings, and operational insights from decentralized accommodation delivery.  
  • Foster a collaborative and inclusive team culture across all locations, promoting consistency, accountability, and service excellence. 

 

Background & Requirements:

  • Minimum of 8+ years of experience in managing decentralized operations or multi-site service delivery, preferably in large-scale international events. 
  • Proven experience in leading teams across multiple locations, with strong operational planning and execution capabilities. 
  • Experience in budget development and procurement processes in coordination with finance and sourcing teams. 
  • Ability to design and implement service levels and stakeholder journey frameworks across multiple accommodation sites 
  • Demonstrated ability to collaborate with Venue Owners, local authorities, and cross-functional departments. 
  • Strong leadership and team-building skills, with the ability to foster consistency and accountability across diverse operational environments. 
  • Excellent interpersonal and communication skills, with the ability to manage complex stakeholder relationships. 
  • High level of adaptability and flexibility to manage decentralized operations and respond to evolving Games-time conditions. 
  • Strong organizational and analytical skills, with attention to detail and a proactive approach to problem-solving. 
  • Experience in Olympic and Paralympic Games operations or similar major sporting events is highly desirable. 
  • Commitment to delivering inclusive, athlete-centered services aligned with IOC/IPC standards and expectations. 
  • Ability to perform effectively under pressure, maintaining a collaborative and solution-oriented approach. 
  • Advanced proficiency in project tracking tools such as Smartsheet, and strong command of Microsoft Office Suite (Excel, PowerPoint, Teams, SharePoint). 

 

Physical Requirements and Working Conditions:

  • The position is in Los Angeles with in-person attendance required  
  • The LA28 office is an open floorplan working environment; employees must be able to work efficiently in an open cubicle environment. 
  • Must be able to navigate large residential and operational zones, including during Games-time conditions.    
  • Flexibility and adaptability to occasional physical or travel-related requirements.
