What is the opportunity?

The Director, Insurance Compliance ensures that RBC’s Insurance is equipped to meet all Canadian insurance-related regulatory requirements, including the federal/provincial/territorial Insurance Companies Acts, other governing laws and other significant applicable laws and regulations by working collaboratively with business and functional stakeholders. Managing a team of advisors that, as the second line of defence, provide independent oversight of the management of the Canadian and International Insurance businesses (Life, Health, Home, Auto, Travel, Wealth, Pension DeRisking and Reinsurance) to ensure compliance with laws, regulations, and guidelines relevant to the business activities in the jurisdictions in which they operate including all distribution channels (Field Sales, Advice Centre, Online, non-proprietary channels).  The Director, Insurance Compliance will also oversee monitoring of all controls to ensure timely reporting and resolution of compliance issues identified.

What will you do?

  • For all activities assigned, provide meaningful insights and reporting, including conclusions and recommendations to the Chief Compliance Officer RBC Insurance.

  • Effective collaboration within Compliance team and with business and functional partners to ensure compliance oversight processes are aligned with business strategies, operations and processes and that identified gaps or weaknesses are reported appropriately and escalated to the Chief Compliance Officer.

  • Provide advice and counsel to business partners on new product and distribution initiatives, and business initiatives that are transformational in nature.

  • Assess and develop an opinion on the adequacy and effectiveness of the compliance processes and status of compliance in the business to support compliant business strategic goals.

  • Escalate compliance issues to business management (and CCO Insurance, if needed).

  • Oversee review of proposed and/or new legislation or regulation from a compliance perspective by all stakeholders including other RBC platforms and submit RBCI position on timely basis.

  • Design and oversee regular reporting, including Compliance reporting to the Board and senior management, across all product lines (including bank authorized insurance products) and distribution channels to business and senior management analyzing emerging trends, highlighting gaps and areas of concern.

  • Accountable for providing an opinion on the state of regulatory compliance in the Insurance businesses.

  • Point of contact and oversee communication to and from federal and provincial regulators.

What do you need to succeed?

  • Expert knowledge of Regulatory Compliance, Insurance Industry and Business Knowledge

  • Expert knowledge of Program and Process Design, Change Management and Time Management

  • University Degree

  • Fluent in English (spoken and written)

Nice-to-have

  • LOMA, FLMI, Osgoode designation or equivalent

  • Experience dealing with regulators
