- KBR provides provide integrated Base Operations Support (BOS) services to the Commanding Officer, Navy Support Facility, Diego Garcia (NSF DG) in support of its mission as a Forward, logistics, support base in the British Indian Ocean Territory (BIOT).
Job Summary
- The Technical Reference Librarian serves as the Air Force Technical Order Distribution Office (TODO) representative and is responsible for maintaining, updating, and managing all technical publications and documentation within the Transportation, Aerospace Ground Equipment (AGE), Munitions, Petroleum, Oils and Lubricants (POL), Communications, and Civil Engineer functions. This position ensures the accuracy, accessibility, and compliance of all technical references supporting Air Force operations in Diego Garcia.
Roles and Responsibilities
- Establish, manage, and maintain the Air Force Technical Reference Library to directly support operational and maintenance activities for Transportation, AGE, Munitions, POL, Communications, and Civil Engineer functions.
- Ensure the library is maintained at or near maintenance and repair work centers for immediate accessibility.
- Obtain, post, and maintain all applicable technical references in accordance with the 00-5 T.O. Management Series, Air Force Supplements, and other governing directives.
- Maintain currency and accuracy of all technical documentation, including:
- Technical Orders (T.O.s)
- Illustrated Parts Breakdowns (IPBs)
- Support Equipment Bulletins/Changes
- Manufacturer’s Instructions
- Work Cards and related publications
- Acquire and manage an ACPINS account and maintain CPINS as required.
- Requisition and post Technical Orders (T.O.s) and maintain associated records.
- Conduct List of Effective Pages (LOEP) checks and perform annual inventories for all technical orders in the library and sub-accounts to ensure compliance with Air Force regulations.
- Perform a variety of administrative functions related to Technical Order library operations, including filing, cataloging, indexing, and documentation control.
- Maintain compliance with Air Force policies governing technical data management and distribution.
- Perform additional duties as assigned in accordance with contractual, functional, and mission requirements.
BASIC JOB QUALIFICATIONS (Knowledge, Skills, and Abilities (KSAs):
- Must meet eligibility requirements to obtain an Air Force PKI card and government systems necessary to manage the Technical Reference Library, including processing Time Compliance Technical Orders (TCTOs), updates, and changes.
- Demonstrated ability to organize, prioritize, and complete multiple tasks under strict deadlines and changing priorities.
- Strong administrative and organizational skills with proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
- Strong written and verbal communication skills; must be able to read, write, and understand English fluently.
- Must successfully pass overseas medical screening and maintain good overall health.
- Must possess a valid driver’s license from the country of origin and be capable of operating assigned vehicles.
JOB SPECIFICATIONS: SPECIAL CERTIFICATIONS OR TRAINING
- Must have completed, at minimum, General (11 hours) and Advanced (12 hours) instruction on the Air Force Technical Order System.
EDUCATION:
- High School Diploma or completion of a Technical/Vocational course is required.
- Bachelor’s degree in Library and Information Science or a related discipline is highly desirable.
EXPERIENCE:
- Minimum of three (3) years of experience with the Air Force Technical Orders (T.O.) System is required.
- Experience working in a technical or reference library setting, with knowledge of cataloging, circulation, and library operations, is highly desirable.
