Position Summary

We intend to bring on 5 Development Managers to this team each having a different focus area. The different areas include: Wind Lead, Solar & Storage Lead, PSCO Portfolio, NSP Portfolio, and SPS Portfolio. Below are the summaries of what each position entails.

Provide project management for the technical evaluation, due diligence, and development of conceptual and proposed generation projects within the Corporate and Project Development (CPD) organization. Ensure effective collaboration of multi-disciplinary teams in appraising, selecting and defining technical and performance parameters for proposed generation projects consistent with corporate strategy and engineering & construction best practices. Provide integrated support to Xcel Energy’s Corporate Development, Supply Chain, Transmission, Major Projects Group and Regulatory groups to develop and deploy commercial strategy, equipment and services contracting strategy, and risk response. Support the negotiation of key contracts, including purchase and sale agreements, equipment and services supply, operations and maintenance agreements, and development engineering studies. Manage the projects with a matrixed team through the conceptual and development phases and ensures proper handover to the project management team for the execution phase.

Development Manager – Wind Lead

The Development Manager for Wind will lead the development of utility-scale wind generation projects through the pre-construction phase, ensuring projects are fully prepared for successful execution. This role provides leadership to cross-functional teams, including project managers, engineers and subject matter experts, to deliver projects that meet technical standards, regulatory requirements, and industry best practices. The position focuses on rigorous technical evaluation, engineering coordination, and compliance oversight to advance wind technology deployment. The Development Manager ensures all development activities are completed and properly transitioned to the project management team for the execution phase. This leader will champion innovation in wind generation and optimize development processes to support efficient, high-quality project delivery.

Development Manager – Solar & Storage Lead

The Development Manager for Solar and Storage will lead the development of utility-scale solar photovoltaic and energy storage generation projects through the pre-construction phase, ensuring projects are fully prepared for successful execution. This role provides leadership to cross-functional teams, including project managers, engineers and subject matter experts, to deliver projects that meet technical standards, regulatory requirements, and industry best practices. The position focuses on rigorous technical evaluation, engineering coordination, and compliance oversight to advance solar and storage technology deployment. The Development Manager ensures all development activities are completed and properly transitioned to the project management team for the execution phase. This leader will champion innovation in solar and storage generation and optimize development processes to support efficient, high-quality project delivery.

Development Manager – PSCO Portfolio

The Development Manager for the PSCO Portfolio will lead the creation and advancement of project portfolios designed for competitive participation in PSCO’s resource solicitation processes. This role focuses on identifying, shaping, and optimizing a mix of generation projects, including renewables, storage, and thermal technologies, to align with resource planning objectives and regulatory requirements. The position emphasizes strategic portfolio development, rigorous technical evaluation, and coordination with project managers and regulatory teams to ensure projects meet industry best practices. This leader will drive innovation, streamline portfolio development processes, and support the company’s clean energy transition through disciplined preparation of competitive, high-quality project portfolios.

Development Manager – NSP Portfolio

The Development Manager for the NSP Portfolio will lead the creation and advancement of project portfolios designed for competitive participation in NSP’s resource solicitation processes. This role focuses on identifying, shaping, and optimizing a mix of generation projects, including renewables, storage, and thermal technologies, to align with resource planning objectives and regulatory requirements. The position emphasizes strategic portfolio development, rigorous technical evaluation, and coordination with project managers and regulatory teams to ensure projects meet industry best practices. This leader will drive innovation, streamline portfolio development processes, and support the company’s clean energy transition through disciplined preparation of competitive, high-quality project portfolios.

Development Manager – SPS Portfolio

The Development Manager for the SPS Portfolio will lead the creation and advancement of project portfolios designed for competitive participation in SPS’s resource solicitation processes. This role focuses on identifying, shaping, and optimizing a mix of generation projects, including renewables, storage, and thermal technologies, to align with resource planning objectives and regulatory requirements. The position emphasizes strategic portfolio development, rigorous technical evaluation, and coordination with project managers and regulatory teams to ensure projects meet industry best practices. This leader will drive innovation, streamline portfolio development processes, and support the company’s clean energy transition through disciplined preparation of competitive, high-quality project portfolios.

Essential Responsibilities:

  • Lead the coordination of technical tasks during the feasibility and development phases of generation projects within Corporate and Project Development (CPD). On behalf of the CPD and Major Projects Group, manage collaboration with Corporate Development, Legal, Regulatory Affairs, Supply Chain, Siting & Land Rights, Energy Supply Operations, Energy Supply Asset Analytics, 3rd party development organizations, consultants and others to fully assess and define technical parameters including, but not limited to, performance evaluations, operational requirements, permitting, site suitability assessments, constructability reviews, RFP/RFQ bid package development, environmental studies, project performance parameters, project cost estimates and schedules, project cash flow forecasts and budgets, project risk assessments, and QA/QC requirements
  • Provide leadership & coordination of multi-disciplinary, matrixed project teams to perform technical due diligence and engineering development tasks to fully develop project scope, project estimate, project schedule, preliminary engineering, construction, and overall execution strategy. Identify options and execution strategy to mitigate risks and engineering analysis, project value analyses, executive and detailed reports regarding project outcomes and technical problem solutions. Develop and track cross-departmental actions items and milestones, including cost tracking and reconciliation.
  • Provide assurance for the application of technical specifications, best practices and continuous improvement of the generation program across the development portfolio, including the standardized application of Xcel Energy, CPD, Major Projects Group, and engineering and capital project management policies. Ensure knowledge management of lessons learned and best practices for generation project development and design. Foster engagement with key stakeholders within the generation power industry to keep abreast of the latest technological advancements in technology.
  • Provide technical analysis and data for required federal, state, and public utility commission filings, and testimony necessary to develop potential projects and meet submittal milestones. Represent Xcel Energy in public and private stakeholder meetings in regard to activities related to development of generation projects. Monitor and provide periodic project status reports to project teams, management, subcontractors, customers, owners, and other project stakeholders.
  • Ensure proper transition to the Major Projects Group’s Project Management team as the project moves to the execution phase. Support the execution project team by providing clarifications for deliverables and assisting with carryover or newly identified development issues. Ensure the Major Projects Group’s leadership is engaged in matters related to strategy, cost, risk, and safety, and are also kept abreast of development activities occurring in their respective regions or areas of responsibilities (e.g. Engineering; Construction; Capital Projects).

Minimum Requirements:

  • BS degree in engineering.
  • 10+ years of power or industrial construction and diversified project management experience with a minimum of 5 years experience in utility scale generation projects.
  • Experience developing or managing large or multiple construction projects at least $50M in aggregate value.
  • Ability to travel as required to manage responsibilities across the fleet is required.
  • PMP preferred.
  • PE preferred.
  • Selection criteria may include testing and/or assessment. References may be required.

Non-Bargaining

The anticipated starting base pay for this position is: $125,900.00 to $178,766.00 per year
