ROLE & RESPONSIBILITIES: 

The Deputy Program Manager will work with the Program manager for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations. Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations. Will work with the project manager to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business.

  • Provides broad program leadership for multiple large projects or significant segments of large complex projects.
  • Provide thought leadership to enable program objectives.
  • Work with PM to manage and prioritize all program deliverables.
  • Direct the hiring and managing of a top-notch  engineering/analysis and operations staff
  • Create a long-term strategic plan for identifying and implementing solutions that serve both end users and security requirements
  • Possesses and applies comprehensive program management knowledge across key tasks and high impact assignments. 

REQUIRED EXPERIENCE: 

  • Minimum of 7 years’ experience leading projects within a technical environment. 
  • Minimum of 5 years’ experience leading projects in an Agile development environment. 
  • Minimum of 5 years experience leading JAVA based projects in AWS.
  • Strong interpersonal skills and ability to work with clients and delivery team members. 
  • Strong written and verbal communication skills. 
  • Creative and analytical thinker with strong problem-solving capabilities. 
  • Experience implementing custom application development and integration solutions. 
  • Experience managing large database implementation is also a plus. 
  • PMP certification is mandatory. 
  • Possess outstanding verbal and writing skills and experience communicating with a variety of stakeholders.
  • Strong leadership skills with the ability to train and motivate a cross functional staff.
  • A proven ability to work well under pressure in a dynamic, fast-paced environment, balancing multiple tasks, changing requirements, priorities and short deadlines.
  • Candidates must be able to obtain and maintain a Public Trust clearance
  • Candidates must have lived in the United States 3 out of the past 5 years

PREFERRED EXPERIENCE: 

  • Certified Scrum Master / Agile SAFe certification.
  • Experience in Federal Health IT.

EDUCATION & CERTIFICATIONS:

  • Bachelor's or Masters degree and 10+ years of experience managing cross functional teams, both technical and non-technical, with relevant experience in Information Systems
